                APPOINTMENTS & HEARINGS:

ADA Committee member Robert Woolridge made note of the 7-Year Action Plan prepared by the Town Planner which lists accessibility requirements and compliance when upgrading facilities for disabled persons in recreation areas.
Mr. Woolridge is referring to the Town of Mashpee Open Space Conservation & Recreation Plan (OSCAR) endorsed by the Conservation Commission on May 28, 2009 and approved by the Division of Conservation Services in June of 2009.

Mr. Woolridge indicated in year 2 of the plan, a 10-12 space parking facility at Camp Vinhaven is planned for construction, along with initial trails and property signage.  It was noted that Community Preservation Act funding supported the open space/passive recreation land purchase in May of 2008.  The property is now referred to as the Pickerel Cove Recreation Area.

It was disclosed that improvements to the Pickerel Cove Recreation Area are recommended to be funded at the May 2011 Special Town Meeting.  The project includes the re-creation of a 2 acre field, improved access and the establishment of an enlarged secondary parking area.  At the Community Preservation Committee’s request, the parking area was enlarged to accommodate a total of 20 parking spaces.  The new parking area is close to the water and the launch facility for canoes and kayaks.
                                
                In support of disabled persons, Mr. Woolridge asked if the parking facility would
have designated handicap spaces along with signage, and when possible have an appropriate surface for ease of accessibility.

In response, the Committee indicated the applicable Town Code would apply with regards to handicap parking and signage.  It was agreed that further questions related to this concern could be discussed with the Director of Public Works.

Mr. Woolridge also made note of additional recreation areas contained in the 7 Year Plan.  This includes the upgrade of the public playground area at Attaquin Park.  Due to funding restrictions under the mandate of the CPA Act, Community Preservation funds cannot be used to upgrade recreational areas unless it was acquired or created with the use of CPA funds.  It was noted the Act is before the Legislature to Sustain Community Preservation.  If the revision to the Act is passed, the CPA will be expanded to allow for the rehabilitation and restoration of existing municipal recreational facilities.

COMMUNICATIONS & CORRESPONDENCE:

Community Preservation Act – Conference Update:

CPC Member Mary Waygan attended the annual CPA Conference sponsored by the Community Preservation Coalition last weekend at Bridgewater State University.  It was reported the conference was well attended with approximately 100 attendees from participating CPA communities across the State of Massachusetts.

Mr. Waygan joined several workshops and disseminated information to the Committee on the session sponsored by the Department of Revenue (DOR) on frequently asked questions regarding budgeting, accounting and spending.  (enclosed in official Town Clerk’s copy)  Of particular note was a revised chart appearing on page 10 relative to the Community Preservation Fund; Allowable Spending Purposes.    

With regards to pending CPA Legislation, Ms. Waygan indicated it is hopeful there will be an amendment in the statute to allow for CPA improvements to recreation on land not purchased with CPA funds.

In closing, all Committee members were encouraged to attend next year’s conference.  The day is full of workshops, presentations, and roundtable discussions on all aspects of the Community Preservation Act.

NEW BUSINESS:

Review of CPA Revenue – Financial Analysis:

Community Preservation Committee member Diane Rommelmeyer in consultation with the Town Accountant prepared a financial analysis of CPA Revenues encumbered and disbursed over a five year period.    In addition, an analysis of CPA debt payments associated to the Land Bank from 2012 through 2026 was reviewed.  The Land Bank (open space) debt was noted to decrease substantially after 2016 with the payment of 4 land purchases.  For additional review was a spreadsheet prepared by the Town Accountant identifying the Land Bank debt in detail.  It was suggested the Committee maintain the list for future reference. (enclosed in official Town Clerk copy)

Upon review of the Land Bank debt, it was noted that if FY2020 were to be the last year of the CPA tax, the Town would continue to bear an outstanding liability of $2,121,037.50 in debt payments.  The Committee asked if the principal on the bond(s) could be pre-paid.

In an effort to clean-up past projects, the Committee agreed to close-out several projects and return the funds to the category from which they derived.

Motion made by Ms. Rommelmeyer to close out the following accounts;
Mills Family Lands      - $44,230.90 to the Open Space Reserve Account
Town Clerk – Preservation of Vital Records - $1,845.00 – Historic Reserve
Community Garden - $15,357.81 to the CPC Budgeted Reserve
Motion seconded by Mr. Shaw.
VOTE:  Unanimous.  6-0.

Review of CPA Revenue – Financial Analysis: (continued)

It was noted that an article appears on the May 2011 warrant to convey to the Town of Barnstable, an interest in the Mills Land.  At the time of the transaction, the Town of Barnstable was not prepared to participate.  The two Towns have re-engaged in discussions to complete the acquisition in a joint manner as originally contemplated.  The Town Meeting Article would authorize the Town to petition for Special Legislation to allow Mashpee to transfer a partial interest of the Mills property to the Town of Barnstable.  The contribution from the Town of Barnstable; $150,000 when secured would be deposited in the Community Preservation Committee Open Space Reserve Account.

In other business, it was noted that presently, the Town of Mashpee is expected to receive a 25% match in State funds, $269,977.10 for fiscal year 2012.  It was noted the figure may increase slightly.  Last year, the match was 30.10% or $322,883.   The Committee reviewed the 10% Reserve figures associated to the October Town Meeting Article for FY12.  The reserves must be voted at Town Meeting to be available in fiscal year 2012.  The reserves as followed were verified by the Town Accountant.
        10% Affordable Housing Reserve          $134,988.55
        10% Open Space Reserve                  $134,988.55
        10% Historic Reserve                            $134,988.55
        Budget for Appropriation Reserve                $944,919.86

The Committee agreed to defer approval to the next meeting to allow for a full voting quorum of the Community Preservation Committee.  It was noted that last year, the CPC did not appropriate any funds to the Open Space Reserve Account as the funds needed to cover the debt service exceed 80% of the annual revenues.

                Review of Application(s) for the October Town Meeting Warrant.

It was noted that an additional application was received prior to the April 1, 2011 deadline from the Mashpee DPW that was distributed to the CPC Committee on this date.  The application is entitled; Santuit Pond Restoration.  The total funding request is $357,200.  The co-applicant is the Friends of Santuit Pond and Mashpee Environmental Coalition.

The CPC received a similar application previously from the Friends of Santuit Pond for a project entitled Solar Powered Long-Range Circulators for the Preservation of Santuit Pond.  The cost of the proposed project is $325,000 with additional costs associated to sales tax, and mooring fees.

It is the opinion of the CPC, the applications seem similar.  However, the Committee to date has not received any notification with respect to this regard.
