                APPOINTMENTS AND HEARINGS:

                Leila Botsford – Breezy Acres Expansion Project Update:

Leila Botsford, Executive Director of the Mashpee Housing Authority was in attendance with Adrienne Danner of the Housing Assistance Corporation (HAC) to update the Community Preservation Committee on the Breezy Acres expansion project.

The Community Preservation Committee authorized CPA funding for the Breezy Acres expansion project; $225,000 in May of 2007 and $225,000 in October of 2007, a total of $450,000 to assist in the construction of four units of affordable, family rental housing at the Breezy Acres site located at 570 Old Barnstable Road, Mashpee.

Ms. Botsford indicated the CPA award has leveraged funding to construct six additional units of housing on the property.  The potential to further develop the site was deemed a better utilization of the funding.  Ms. Botsford explained the Housing Authority is very excited about this project and its partnership with the Town of Mashpee to create much needed affordable rental housing units for its residents.  Mashpee residents, 70% will be given a preference for the units.

To date, the Mashpee Housing Authority has received committed funding sources, $758,000k in Neighborhood Rental Initiative (NRI) funds, and $175k from the Barnstable County HOME Consortium (BCHC).

Grant funding has been applied for from the Department of Housing and Community Development (DHCD) in the amount of $350k.  Ms. Danner indicated they are optimistic to receive DHCD funds to assist with the project proposal during this round of funding as the two above referenced grants were readily received for the construction of ten affordable housing units having a total of 22 bedrooms.    

It was noted the project is advancing forward.  The 21E is complete and septic improvements are under negotiations.  If funding is not attained in this round, the project will be deferred until the availability of additional DHCD grant funds this spring.

It was disclosed that Town Counsel has reviewed and approved the amendment to expand the housing units to a total of (10) as referenced.

Motion made by Ms. Rommelmeyer to support the use of CPA funds, committed for the Breezy Acres Expansion project for a total of (10) units of perpetually affordable, family, rental housing.

Three projects were before the CPC for funding consideration at the May 2011 Special Town Meeting.  Interviews were conducted at the last Committee meeting.  The CPC Committee reviewed and deliberated upon the projects as follows;

Review & Approval of CPA Projects for May 2011 Special Town Meeting:
Pickerel Cove Recreation Area:

Andrew McManus, Conservation Agent was in attendance with Catherine Laurent, Director of Public Works to update the CPC Committee on the CPA project to re-create a 2 acre field, improve access and establish an enlarged secondary parking area.  The subject site location is the former St. Vincent’s property, land purchased by the Town of Mashpee, and Community Preservation Committee with the assistance of the Division of Fisheries and Wildlife for open space and passive recreation purposes in May of 2008.

At the Committee’s request, Mr. McManus re-configured the 5-6 space secondary parking area to accommodate a total of 20 parking spaces.  The revised budget to improve access and enlarge the secondary parking area is $18,945.  The re-creation of the two acre field which includes stump removal, additional topsoil, re-grading and re-vegetation is anticipated to cost $36,520.  The total project cost is $63,925.  The CPA funding request is $55,465.

It was noted the new parking area is close to the water and launch facility for the canoes and kayaks.  The distance of the parking to the water is approximately 200-300’.  Due to the topography of the area, a drop-off area is not feasible.  However, it was noted that a seasonal floating dock is permissible and is intended to be installed at the site location, and a permanent stairway will be constructed with a railing for safety purposes.

Motion made by Mr. O’Hara to approve and recommend for the May 2011 Special Town Meeting, the CPA Application for improvements to the Pickerel Cove Recreation Area in the amount of $55,465.  Funding for the CPA project under the Recreation category would derive from the Budgeted Reserve of the Community Preservation Committee.

Review & Approval of CPA Projects for May 2011 Special Town Meeting: (continued)

Mashpee Archives:

The preservation and restoration of the Mashpee Archives was discussed with Catherine Laurent, Director of Public Works.  Upon review of the costs associated to the project proposal in detail, the CPA funding request was amended from $191,500 to $200,000.  The project budget includes engineering and architectural design fees, the first step in the process to outline the intended work which includes window replacement, a sprinkler/fire alarm system, basement waterproofing, roof drainage repair an electrical upgrade, archival storage, display units and structural and accessibility improvements.

Approximately 1000 documents are in jeopardy of deterioration as a result of the mold and humidity problems in the facility.  Although the building is not historic, the Archives houses Town data of historic nature that cannot be replaced.  It was disclosed the Town Archives lies within the Town’s historic district.  The CPA proposal before the Committee would allow for improvements to bring the building to standard to preserve and protect the existing documents, and make the building more accessible to the public.

Conducting due diligence, the Committee agreed the CPA application to preserve and restore the Town Archives would allow for the preservation of historic documents for the Town of Mashpee re-utilizing an existing building within the historic district.  In a time of economic constraints, and funding restrictions, it is a good use of funds for the benefit of the Town, its residents and its history.  It is a valued project, and the exterior of the building would remain the same.

For placement on the warrant, the article would be required to be reviewed and approved by Town Counsel.  The CPA funding request is $200,000.  The total project cost is $207,500.

Motion made by Mr. Lord to approve and recommend for Special Town Meeting in May of 2011, the CPA Application for the Preservation and Restoration of the Mashpee Archives in the amount of $200,000.  Funding for the CPA project would derive from the Community Preservation Historic Reserves Account.

                Habitat for Humanity – 12 Russell Road:

The CPA since its inception in 2005 has assisted Habitat for Humanity of Cape Cod in the construction of (5) homes in the Town of Mashpee.

An application was before the Community Preservation Committee to assist Habitat for Humanity in the construction of an affordable home on 12 Russell Road, Mashpee.  The home will be deeded with an affordable housing deed restriction in perpetuity, and add to the Town’s affordable Subsidized Housing Inventory.

The application states the property at 12 Russell Road is privately owned.  The owners have agreed to sell the lot to Habitat for $25,000.  Habitat has applied for a grant to purchase the property.

The total CPA funding request is $25,000 to assist with the construction of the property.  The cost of the proposed project is $173,400.

It was noted the application was before the CPC Committee on two previous occasions, and there has been an ongoing controversy with regards to the non-conforming lot.

David Hines, and his spouse, abutters of the subject parcel were in attendance to voice their objection to the project proposal.  Mr. Hines, in his opinion stated the lot is only 10,000 square feet and is an abuse of a 40B.  As an abutter, Mr. Hines indicated that he was not notified of the intent of Habitat to construct an affordable home on the subject property.  Mr. Hines added he was informed of the objective while reading the local newspaper.  When asked of potential opposition with respect to the feelings of the neighborhood, Mr. Hines stated that area neighbors are opposed to the project proposal.  Mr. Hines asked why Habitat would have the right to install a Title V septic system when he was required to install a de-nitrification septic system.  

Upon review, the Committee expressed their support to Habitat for Humanity and the many successful projects completed in Mashpee and on Cape Cod.  In support of affordable housing, it was noted the Board of Appeals may stipulate conditions on the comprehensive permit.  Although Habitat has a reputable character as leaders on the Cape in affordable housing, several Committee members felt the undersized lot has too much controversy to grant support of the CPA project using Town funds.

Motion made by Ms. Waygan to approve and recommend to the May 2011 Special Town Meeting, the CPA Application in the amount of $25,000 to assist Habitat for Humanity in the construction of an affordable home on 12 Russell Road, Mashpee stipulating that a comprehensive permit has been obtained from the Zoning Board of Appeals, and that the sum of $25,000 in CPA funds that would derive from the Affordable Housing Reserves would be used to assist in the construction only of the affordable home on 12 Russell Road.  Said funds may not by used for the land purchase.
