 COUNCIL ON AGING MINUTES
May 14, 2014

Present:  Council on Aging Members Irving Goldberg, Virginia McIntyre, Mary Gaffney, Jean Noussee, Jack Dorsey, Council on Aging Director Lynne Waterman, and Darlene Perkins, Outreach Coordinator

Absent:  Jack Jordan, Marijo Gorney and Norah McCormick

Chairman Irving Goldberg opened the meeting at 8:32 a.m.

APPROVAL OF MINUTES – April 9, 2014 and Executive Session Minutes April 9, 2014

Motion:  Mary Gaffney moved to approve the minutes of April 9, 2014 with one change, seconded by Virginia McIntyre.   Vote unanimous

Motion:  Mary Gaffney moved to approve and release the executive session minutes of April 9, 2014, seconded by Virginia McIntyre.  Vote unanimous.

COMMUNICATIONS AND CORRESPONDENCE

DIRECTOR’S  REPORT

Director Lynne Waterman distributed her report for the month of April.  The Director reviewed her report highlighting her meetings with local author to discuss the possibility of future presentations, staff from a local home care agency to continue the planning of a brain fitness program,   a new AARP driving instructor, the Director of the Samaritans to discuss a future suicide training, staff from Mashpee Community TV, a local audiologist and with staff from Hebrew Senior Life who contacted her to discuss presentations they are interested in doing.  Also the Director and Activity Coordinator met with a writing instructor to plan a fall writing session and with a computer instructor to plan the fall programs.  The Director also noted that she and the Recreation Director worked together to plan the recent tree planting ceremony by the children at the Senior Center.

Director Waterman thanked the DPW for the repair to the van backup signal.  She also thanked the DPW for the great job their staff did weeding and mulching the Senior Center yard as part of their spring cleanup and for the repair to one of the partitions in the men’s bathroom.  Regarding the Senior Center Building opening after hours, there will be a monitor in the building.

The Director noted the meetings she attended:  Department Head, Parkinson’s Support Network of Cape Cod Board and Program Subcommittee, TRIAD, COAST, Human Services, Mashpee Cares and COA staff and also the Police Department’s domestic violence advocate and staff from High Point Treatment Center.

Director Waterman stated that she has also been working with Elder Services of Cape Cod to replace the Mature Worker whose contract ended in March.

The Director said she met with the volunteer who is working on the policy and procedure manual and also she and the volunteer Coordinator worked on planning the annual volunteer luncheon scheduled for May 15.  She also worked with the Mashpee High School Senior who is preparing the Council on Aging cookbook and attended the annual exhibition night at the Mashpee High School.  She also said she and the Outreach Coordinator were interviewed and filmed by Mashpee Community TV for a future television program.

Director Waterman noted her goals were to plan new programs for the fall, complete the annual inventory which she has completed and obtain and train new Mature Worker.

Motion:  Jean Noussee moved to accept the Director’s report, seconded by Virginia McIntyre.  Vote was unanimous.

TREASURER’S REPORT

Director Waterman distributed the Treasurer’s report.  She noted the energy costs have been a concern.  
  
Motion:  Jack Dorsey moved to accept the Treasurer’s Report, seconded by Jean Noussee.  Vote unanimous.  

OUTREACH COORDINATOR’S  REPORT

Darlene Perkins distributed her report for April 2014.  Darlene reviewed her home visits which were for seniors needing help with medical treatment, support and transportation.  Her office visits included working with seniors in need of finding affordable housing.  She is helping them fill applications and making referrals to housing agencies.  She has also been working with adult children of Mashpee seniors looking for case management for their parents.  Darlene stated the Brown Bag program served thirty two seniors this month and had five volunteers helping with the program.   She is also working with seniors to apply for fuel assistance.  Darlene said she met with the volunteer biographer who is working with one of our seniors on his biography.  She noted 10 Mashpee residents turned 90+ and received flowers delivered by a volunteer.  She is also matching up new Friendly Volunteers with seniors who are isolated and need a “friend” to visit them regularly.  She said she continues to meet with volunteers on a regular basis.

Darlene reviewed the monthly meetings she attended:  Elder Services of Cape Cod Board of Directors meeting, Cape Outreach Coordinator’s monthly meeting and the Mashpee Hoarding Task Force.  Darlene noted she also attended the Massachusetts Housing Authority annual meeting on Hoarding and met with the new Mashpee Village service coordinator.

Darlene said she also met with Upper Cape Outreach Coordinators to share the services our senior center provides for our residents.

Motion:  Virginia McIntyre moved to accept the Outreach Coordinator’s Report, seconded by Jean Noussee.  Vote unanimous.

VOLUNTEER COORDINATOR REPORT

Director Waterman distributed the Volunteer Coordinator report and reviewed the report with the council members.    The Director spoke about the volunteer recognition luncheon on May 15.  She asked the board members to be there at 11:00.  She stated that there will be 134 people attending.  Virginia McIntyre is the volunteer of the year and Mary Gaffney will be the MC at the luncheon.
        
Motion:  Jean Noussee  moved to accept the Volunteer Coordinator’s report, seconded by Virginia McIntyre.  Vote unanimous.


ACTIVITY COORDINATOR REPORT

Director Waterman distributed the Activity Coordinator report and reviewed the report with the members.  She highlighted the Balance Class, Prescription Advantage Presentation, the April Birthday party, the musician, AARP tax preparation program was a success, the Social Dining Around, Tramping the Dune Shacks, and the Animal Control Officer for Mashpee gave a presentation on our Cape Cod Coyotes.
        
Motion:  Jack  Dorsey moved to accept the Activity Coordinator report, seconded by Jean Noussee.  Vote unanimous.

New Business

Director Waterman announced there is a Council on Aging Board training for board members, staff and volunteers and Friends of the COA on May 16 at 1:00 at the Barnstable Senior Center.

She also announced that Darlene Perkins has been named as Clerk to the Elder Services of Cape Cod Board and Chair of their nominating committee.
        
Lynne said she has been notified by Massachusetts Council on Aging Association about the Service incentive grant money.  They are trying to get the State to put the money back into our budget for new programs.  The focus on the money is going to be on health associated programs.

Lynne referred to the annual report and suggested the board members review their expiration dates.   

Motion:  Jean Noussee moved to adjourn the meeting, seconded by Jack Dorsey.  Vote unanimous.
