COUNCIL ON AGING MINUTES
DECEMBER 11, 2013

Present:  Council on Aging Members Irving Goldberg, Virginia McIntyre, Jack Jordan, Jack Dorsey, Marijo Gorney, Mary Gaffney, Jean Noussee, and Lynne Waterman, Council on Aging Director, and Darlene Perkins, Outreach Coordinator

Absent:  Nora McCormick

Chairman Irving Goldberg opened the meeting at 8:35 a.m.


APPROVAL OF MINUTES – November 13, 2013

Motion:  Jean Noussee moved to accept the minutes of November 13, 2013, seconded by Virginia McIntyre.  Vote unanimous

COMMUNICATIONS AND CORRESPONDENCE

DIRECTOR’S REPORT

Director Lynne Waterman distributed her report for the month of November.  She highlighted her meeting with the Activity Coordinator and representatives from the Mashpee National Wildlife Refuge to plan future programs and a meeting with a volunteer to plan a program on IPads.  She noted she spent much of her time on the Senior Property Tax Work Off Program reviewing applications and job descriptions. Letters will be sent letting them know they were accepted.  She thanked Virginia McIntyre and Jack Jordan for their help.

Director Waterman reported there were no issues with the van.  The annual testing of the fire sprinkler system and inspection of the fire extinguishers took place.  She thanked the DPW workers who replaced some of the ceiling tiles in the multi-purpose room and replaced lights in the lobby.  

She announced that the part time morning receptionist tendered her resignation effective December 12 and that the position has been posted by the Town.

Director Waterman also met with the volunteer who is updating the Policy and Procedure Manual and also with several volunteer leaders to review the updated Behavioral Policy.

Lynne reviewed several meetings she attended.  She met with the Outreach Coordinator, Principal Clerk and volunteers from the AARP Tax Preparation Program.  They will be joining us for the tax season.  Appointments will not be accepted until mid January.  They will not be taking individual appointments with a particular tax preparer.

Director Waterman stated she met with the Town Accountant in advance of submitting the budget for next year.  She also met with the computer instructor to facilitate broadcast email and also met with the staff from the Mashpee Police Department to discuss safety within the building and as a result she developed a safety plan.  She also attended the following meetings:  Mashpee Cultural Council, Department Head, Human Service Committee, Mashpee Cares and Parkinson’s Support Network of Cape Cod.  She also attended the Quashnet School’s annual Veteran’s Day ceremony.  The program was very touching and several of our seniors spoke about their service.

Motion:  Jean Noussee moved to accept the Director’s Report, seconded by Jack Dorsey.  Vote unanimous.
OUTREACH COORDINATOR’S REPORT

Darlene Perkins, Outreach Coordinator, noted November was a very busy month.  They are gathering information and donations to plan our Holiday Gift Giving and said thanks to different groups, they have been donating food, gifts, and their time.  They are organizing the lists of seniors who are in need of extra help at this time of the year.

Darlene spoke about her home visits as well as the numerous client contacts by telephone and in her office.  She reviewed her home visits and the Brown Bag program and thanked the volunteers who are helping with this program.  She also worked with the Town GIS Director who updates our disability 911 indicator form.  She is also working with residents who need to apply for fuel assistance.  She continues to make referrals for homecare, medical insurance, housing, and food for seniors.

Darlene said she meets monthly with volunteers and that the volunteer biographer has completed one of our seniors story for his 90th birthday.  Volunteer rides this month were 11.

Motion:  Jack Jordan moved to accept the Outreach Coordinator’s Report, seconded by Jack Dorsey.  Vote unanimous

TREASURER’S REPORT

Director Waterman distributed the Treasurer’s report as of the end of October.   She noted the rising energy cost is something they are trying to stay on top off.  She has submitted the budget for next year and this is a process that will take place over the winter into the spring.

Motion:  Jack Jordan moved to accept the Treasurer’s Report, seconded by Virginia McIntyre.  Vote unanimous.



VOLUNTEER COORDINATOR REPORT

Director Waterman distributed the Volunteer Coordinator report and reviewed the report with the council members.  Three new volunteers were added in November who are helping with entertainment, front desk and the newsletter.  Training is continuing for the volunteers interested in staffing the front desk

An informational meeting was held on November 14 for our Activity Leaders and Supervisors.   The main topic was our updated Behavioral Policies and Procedures.

On the Holiday Gift Delivery there are four volunteers scheduled to wrap gifts for our Holiday Gift Delivery on Tuesday December 17, 2013 and Thursday December 18.

Motion:  Jack Jordan moved to accept the Volunteer Coordinator’s Report, seconded by Jean Noussee.  Vote unanimous.

ROOM REQUEST

A representative from the Annual Boys and Girls Club Charity Bridge was present to request to use the Senior Center for their charity bridge event.   She was requesting June 2nd and noted they have had it at the center for 4 years and is open to everyone.  She estimated last year they had approximately 100 people.   It has grown and now they need two rooms.  She also noted that the center has the card tables.  The cost to attend is $25 and 100% goes to the charity.  Drinks and food are supplied, along with gifts for a raffle.  She also had another request.  She belongs to a group of Mashpee Seniors who play bridge.  In the past they have come to the center.  The request is for 8 weeks during January and February.  The representative stated she would consider sharing a room with other groups.  This would be two days a week.  Monday would be 8 people and Wednesday would be 12 people.  The council members thanked the representative for coming in.

ACTIVITY COORDINATOR REPORT

Director Waterman distributed the Activity Coordinator report and reviewed it with the council members.   She mentioned the French class was well received and other language classes will be planned.   She said the movie club has started and 45 participants have signed up and passes and maps to the base are provided. The Social Dining Around was held at the Canalside Restaurant in the Upper Cape Regional Tech School in Bourne.

Motion:  Jack Jordan moved to accept the Activity Coordinator’s Report, seconded by Jack Dorsey.  Vote unanimous.

NEW BUSINESS

Room Requests

Director Waterman noted the new office assistant will be planning the calendar for next year and the goal is to develop a computer program.

There was a discussion on the fundraising event for the Boys and Girls Club and the Director thanked the members for their input.  Lynne did note that new activities are always being added and the room availability depends on the time of the year.  They are trying to meet the needs of the different markets and balance the recreational activities with the health and wellness activities and educational activities.  It is a work in progress.  Lynne said if any of the members wanted to get involved with planning the activity schedule, she would be open to this.

Motion:  Jack Dorsey moved to adjourn the meeting, seconded by Jack Jordan.   Vote unanimous.
