April 28, 2016

The Martha’s Vineyard Transit Authority Advisory Board met Thursday ~  April 28, 2016 at 2:30 PM in the offices of the Transit Authority, 11 A Street, Edgartown.  Present were Alice Butler (Oak Bluffs), John Alley (West Tisbury), June Manning (Aquinnah), Lou Paciello (Edgartown), Russell Ashton (Rider Community Representative-OB), Jay Grande (Tisbury) and Lenny Jason (Chilmark).  Also present were Angela Grant (VTA) and Lauren Thomas (VTA).    

The meeting was called to order at 2:33PM.

Meeting Minutes April 8, 2016
Ms. Manning moved to accept the minutes of April 8, 2016 and Mr. Alley seconded.   Mr. Jason and  Mr. Grande abstained.  M/s/c.


FY 16 Financials through March 2016
Financial reports through March 2016 were distributed.  Ms. Grant advised that increased service hours and shift in operators’ pay scale were reflected in expenses.  Mr. Paciello inquired about the increase in vehicle insurance and vehicle supplies expenses.  Ms. Grant explained that the insurance increase was the result of older claims now being settled and that the Diesel Particulate Fluid (DEF) and switch to T6 lower ash oil caused the increase in vehicle supplies.

Ridership through March 2016
Ridership reports were distributed.  Ms. Grant reported that ridership continues to be strong as the VTA goes into the in-season.


Personnel Policy, Job Descriptions and Wage Review
Mr. Paciello reported that the Audit and Finance Subcommittee met with Ms. Grant to review the proposed realignment of the wage scale for positions.   The purpose of the realignment is to make wages in line with other comparable positions on the Island.  The revised organizational chart was distributed and Mr. Paciello reported that the restructuring of the organizational chart will ensure the VTA can still operate smoothly in the absence of the Administrator.  Mr. Jason moved to accept the wage scale changes and revised organizational chart.  Ms. Manning seconded.  M/s/c.


New Business
Mr. Alley inquired about the status of new bus stop signs and benches in West Tisbury.  Ms. Grant reported that the VTA had just taken delivery of the sign posts and would be installing them immediately - the benches are still under construction.
Mr. Alley also noted that the In-Season Schedule started on Saturday, April 30th.


The meeting adjourned at 2:47PM
