VTA Advisory Board

December 18, 2014

The Martha’s Vineyard Transit Authority Advisory Board met Friday, November 14, 2014 at 8:45 AM in the offices of the Transit Authority, 11 A Street, Edgartown.  Present were Alice Butler (Oak Bluffs), June Manning (Aquinnah), Connie Teixeira (Tisbury), Lou Paciello(Edgartown)   Angela Grant (VTA) and Lois Craine (VTA).  Absent was Mary Beth Grady (Disabled Commuters’ Representative).
The meeting was called to order at 8:50AM.

Ms. Manning arrived at 8:53AM.

APPROVAL OF MINUTES
Mr. Alley moved to accept the minutes of August 29, 2014 and Mr. Paciello seconded. M/s/c.
The minutes of November 14, 2014 were tabled until the next meeting.

Financials FY15 to date
Financials through November were distributed and discussed.  Ms. Grant reported revenue and expenses in line with budgeted amounts helped by decreasing fuel costs.

Ridership update through November 2014
Ridership reports through November 2014 were distributed and discussed.  Ms. Grant pointed out that total ridership for was up 3% consistently.  

C.O.L.A.
Ms. Grant recommended that the Board approve a 3% C.O.L.A. based on the financial reports through November and pointed out that that is the only increase for VTA staff.

New Business
Ms. Grant reported a request from the Oak Bluffs Selectmen for the VTA to outline possible schedules for a park and ride from the steamship terminal to a town owned lot on School Street.  The route would be seasonal and would be funded through an increase in the Oak Bluffs assessment, State funding and possibly the Steamship Authority. The Town previously initiated a park and ride ten years ago which had minimal ridership but commuting workers from the mainland have increased.  The VTA will meet with the Martha’s Vineyard Commission Transportation Planner and return to the Town with alternate plans.  Ms. Manning moved to ask the VTA to move forward with planning the route.  Mr. Paciello seconded.  M/s/c.
