VTA Advisory Board
November 15, 2012
The Martha’s Vineyard Transit Authority Advisory Board met Thursday, November 15, 2012 at 9:45 AM in the offices of the Transit Authority, 11 A Street, Edgartown. Present were Alice Butler (Oak Bluffs), Lenny Jason (Chilmark), June Manning (Aquinnah), Lou Paciello (Edgartown), Angela Grant (VTA) and Lois Craine (VTA). John Alley (West Tisbury) and Connie Teixeira (Tisbury ) arrived at 10:30AM.
The meeting was called to order at 9:55AM.
APPROVAL OF MINUTES
Mr. Alley moved to accept the Minutes of August 10 2012. Mr. Jason seconded. M/s/c.
Ridership Update
Ridership reports were distributed and discussed. Ms. Grant noted a slight decrease in the first few months of FY13 .
Mass Dept. of Transportation update
Ms. Grant reported with the study completed meetings continue regarding MassDOT’s charge from the Legislature to craft a long term finance plan for all transportation in the Commonwealth. All Rtas submitted a five, ten and twenty year Capital plan and work continues to agree on performance standards. The VTA supports performance standards that are not competitive between substantially different RTAs and reflect the needs of each local area being met. Discussion followed

Cost of living adjustments
Ms. Grant asked the Board to approve a 2% cost of living adjustment for VTA staff. Mr. Jason made the motion and Mr. Alley seconded. M/s/c
Financial reports through September 2012
Financial reports through September 2012 were distributed. Ms. Grant noted increased revenues for the first three months of FY13 despite extra vehicles on routes 1 and 13.
Mr. Alley asked what changes need to be made to avoid four buses being at the West Tisbury Town Hall at once. Ms.Grant reported that an onsite meeting was held with four buses at the Selectmens’ request and it was agreed with some posts removed, driver training and a planned camera to monitor the operation to be workable.
