Meeting Minutes
January 21, 2010

The Martha’s Vineyard Transit Authority Advisory Board met Thursday January 21, 2010 at 9:30 AM in the offices of the Transit Authority, 11 A Street, Edgartown.  Present were Alice Butler(Oak Bluffs), John Alley(West Tisbury) , Connie Teixeira(Tisbury), June Manning(Aquinnah), Angela Grant, Administrator(VTA), and Lois Craine(VTA).
The meeting was called to order at 9:42 AM.

MINUTES
Mr. Alley moved to accept the meeting minutes for September 17, 2009 and November
24, 2009.  Ms. Teixeira seconded.  M/s/c.


UPDATES AND REPORTS
Financials
Ms. Grant reported additional funding including ARRA and New Freedom funds indicate expenses will be consistent with budget numbers if the annual COLA and longevity raises are restored as of January 1, 2010.  Ms. Manning so moved and Mr. Alley seconded.  M/s/c.   


NEW BUSINESS
Budget FY11
Budget figures for FY11 were distributed and discussed.  Ms. Grant asked the Board to approve a budget total of $4,305,083.00.  Mr. Alley so moved, Ms. Teixeira seconded. M/s/c.
Board Letter
The Board discussed the requirements set forth in a letter from the Executive Office for Administration and Finance following the Report of the Quasi-Public Authority Compensation Review Committee.  The Board concluded that the VTA is in compliance with recommendations in the report with the exception of a written contract for senior staff.  
Tour bus applications
Ms. Grant informed the Board of requests before the towns for three separate tour companies.  Mr. Alley made a motion that a letter be sent to each town strongly opposing  the applications. Ms. Butler seconded. M/s/c.
Bus to Haiti
Ms. Grant reported that a letter from the Fish Farm for Haiti project asks for a bus to be donated.  The vehicle will be filled with medical supplies for shipment and may become a mobile clinic.  The donation would coincide with ARRA funded vehicles replacing 12 in the current fleet.  Ms. Manning made the motion, Mr. Alley seconded. M/s/c.
