PLANNING BOARD MINUTES
November 6, 2006

The Planning Board for the City of Marlborough met on Monday, November 6, 2006 in Memorial Hall, 3rd floor, City Hall, Marlborough, MA 01752.  Members present: Chairperson Barbara Fenby, Acting Clerk Phil Hodge, Edward Coveney, Robert Hanson, Clyde L. Johnson, Sean Fay and Steve Kerrigan. Also present: Assistant City Engineer Tom Temple.

MINUTES

Meeting Minutes October 30, 2006

On a motion by Mr. Hodge, seconded by Mr. Hanson it was duly voted:

To table the acceptance of the minutes until the next meeting on Monday, November 20, 2006.

CHAIR’S BUSINESS

Public Hearing Request
St. Mary’s Church Property

Attorney Arthur Bergeron on behalf of his clients, French Hill Redevelopment, LLC. is asked the Planning Board to set a public hearing. They are proposing an adaptive reuse of the St. Mary’s Church property. Asking the ZBA to determine sufficient change to reconsider. If the ZBA so decides, the Planning Board must affirm.  

On a motion by Mr. Kerrigan, seconded by Mr. Johnson it was duly voted, with Mr. Fay abstaining it was duly voted:

To authorize the Chairperson, if warranted, to set a public hearing date.  


APPROVAL NOT REQUIRED PLAN

492 Hosmer Street & 502 Hosmer Street

On a motion by Mr. Hodge, seconded by Mr. Coveney, it was duly voted:

To accept and endorse a plan of land believed to be Approval Not Required of Lucille Cooney, of 492 Hosmer Street, Marlborough, MA 01752 and Robert & Sandra Deleskey of 502 Hosmer Street, Marlborough, MA 01752. Name of Engineer: Thomas Land Surveyors of 265 Washington Street, Hudson, MA 01749. Deed of property is recorded in the Middlesex Registry of Deeds Book 40119, Page 413 and Book 34570 Page 593.  Location and description of property: several parcels of land on Hosmer Street; property shown on Assessors Map 19 Lot 335 and Map 19 Lot 336.

Developer is responsible for filing the plan at the Registry of Deeds or Land Court as applicable and all site plans for building permits.

Update from City Engineer

Tom Temple the Assistant City Engineer gave a brief update on the subdivisions including Fiddlehead which is in the legal process of being approved.

Bond Reduction & Maintenance Period

On a motion by Mr. Johnson, seconded by Mr. Hodge it was duly voted:

To accept and file the correspondence from Acting City Engineer Thomas P. Temple, and to authorize the reduction of the bond securing the subdivision to $17,000.00 and to place the subdivision in the one year maintenance period.

On a motion by Mr. Coveney, seconded by Mr. Johnson it was duly voted:

To accept and file the correspondence from Acting City Engineer Thomas P. Temple, and to authorize the reduction of the bond securing the subdivision to $35,000.00 and to place the subdivision in the one year maintenance period.
