PLANNING BOARD MINUTES
November 7, 2005


The Planning Board for the City of Marlborough met on Monday, November 7, 2005 in Memorial Hall, 3rd floor, City Hall, Marlborough, MA 01752.  Members present: Chairperson Barbara L. Fenby, Acting Clerk Philip J. Hodge, Robert Hanson, Edward Coveney, and Clyde L. Johnson.   Also present: City Engineer James Arsenault.

MINUTES

On a motion by Mr. Hodge, seconded by Mr. Johnson, it was duly voted:

To accept the minutes of the meeting of Monday, October 24, 2005.

CHAIR’S BUSINESS

Scenic Road 410 Stow Road

Tim Collins from the City Engineers office brought it to Mrs. Lizottes attention that 410 Stow Road needs to go to the Zoning Boards of Appeals. They do not have sufficient frontage for a second driveway.  This will cancel the public hearing meeting for the scenic road on Monday November 21, 2005.

SUBDIVISION PROGRESS REPORTS

Update from City Engineer

Mr. Arsenault will update the subdivisions list for the next meeting.


Fahey Street

On a motion by Mr. Hodge, seconded by Mr. Johnson, it was duly voted:

To send correspondence to Mr. White on the removal of all fences on the easement. After such confirmation of the removal the City Engineer will go and back review the plans.

Sterling Woods

There was no one representing Sterling Woods attended the meeting. Mr. Aresenault  did comment that there has been work in progress on the retention basin. Mrs. Lizotte also confirmed that there have been permits pulled with the building department.


PENDING SUBDIVISION PLANS: Updates and Discussions
DEFINITIVE SUBDIVISION SUBMISSIONS

White Oak Estates

The board chose to re-open this Definitive Subdivision at the last meeting on October 24, 2005. At that time they choose to set a public hearing date at tonight’s meeting.

A public hearing date was scheduled for December 5, 2005.

SIGNS

CVS

CVS is looking to move their signs. With the current placement of the sign it is only visible when the trees are not in bloom. There are two current spots where the sign could possibly be placed.  

It was determined that the Board would visit the site during the next two weeks and make a determination at the next meeting on Monday, November 21, 2005.


American Red Cross

Ms. Wilderman sent a letter to the American Red Cross informing them that their “A” frame signs needed to be removed until a permit is secured.  These “A” frame signs are becoming more frequent in the City and Ms. Wilderman in enforcing the rules of the Citys Sign ordinance in which states “A” frame signs are not permitted. They are securing a permit, which will be denied by the Building Department, and they will be coming to the Planning Board for a sign variance.

 On a motion by Mr. Coveney, seconded by Mr. Johnson, it was duly voted:

To accept the correspondence written by Ms. Wilderman on the American Red Cross “A” frame signs.

On a motion by Mr. Hodge, seconded by Mr. Hanson, it was duly voted:

To accept all of the items listed under communications and/or correspondence.

On a motion by Mr. Johnson, seconded by Mr. Hanson, it was duly voted:

To adjourn at 8:00 p.m.
