PLANNING BOARD MINUTES
December 20, 2004
The Planning Board for the City of Marlborough met on Monday, December 20, 2004, in Memorial Hall, 3rd floor, City Hall, Marlborough, MA 01752. Members present: Chairperson Barbara L. Fenby, Clerk Colleen M. Hughes, Philip J. Hodge, Edward F. Coveney, Robert Hanson, and Clyde L. Johnson. Also present: City Engineer James Arsenault.
MINUTES
On a motion by Ms. Hughes, seconded by Mr. Johnson, it was duly voted:
To table consideration of the minutes as the members have not yet had a chance to review them.
SUBDIVISION PROGRESS REPORTS
Update by City Engineer
The City Engineer distributed the most up to date report but noted that at this time of year there will not be much action taken at any of the outstanding subdivisions.
Crystal Ridge bond recommendation
On a motion by Ms. Hughes, seconded by Mr. Johnson, it was duly voted:
To accept and file the correspondence from Assistant City Engineer Thomas P. Temple and to keep the bond at its present level until such time as the issues in the correspondence have been addressed or corrected.
Elm Farm Valley Estates bond recommendation
On a motion by Mr. Johnson, seconded by Mr. Hughes, it was duly voted:
To accept and file the correspondence from Assistant City Engineer Thomas P. Temple and to recommend that the bond securing this subdivision be reduced to $47,000.00 and the maintenance period be initiated.
Orchard Estates III bond reduction
On a motion by Ms. Hughes, seconded by Mr. Hodge, it was duly voted:
To accept and file the request from the developer for waivers and to table consideration of the matter until the next meeting when members have had a chance to review the site.
Indian Hill DiCenzo Boulevard
On a motion by Mr. Hodge, seconded by Mr. Coveney, it was duly voted:
To accept and file the correspondence from the developer requesting an inspection for street acceptance, and to refer the matter to the City Engineer for his review and recommendation at the next meeting on Monday, January 10, 2005.
PENDING SUBDIVISION PLANS; Updates and Discussions
Old Orchard Heights
On a motion by Ms. Hughes, seconded by Mr. Johnson, it was duly voted:
To accept and file the correspondence from the developer’s representative, Stephen Poole, and to extend the time for consideration of this proposed plan until the last meeting in January (January 24, 2005).
Eager Court
Mr. Arsenault advised the Board that the revised plans for this subdivision were dropped off to the engineering department just this morning. Assistant City Engineer Temple will be reviewing.
Berlin Farms
The developer has not prepared the draft document for the Board’s review.
COMMUNICATIONS AND/OR CORRESPONDENCE
On a motion by Ms. Hughes, seconded by Mr. Hodge, it was duly voted:
To accept and file all items listed under communications and/or correspondence.
On a motion by Mr. Johnson, seconded by Mr. Coveney, it was duly voted:
To adjourn at 8:00 p.m.
