Approval of Minutes - The following minutes were unanimously approved as written: April 3rd, & 17th, May 1st, May 15th, June 19th, Nov. 13th, Dec. 4th & 18th, 2003 and Jan. 8, 2004

Determination of Applicability (Continuation of Public Hearing)
Maple St. (next to Fire Station) - Eugene Mongeau
At the applicants request this item was continued to the February 19, 2004 meeting in order to provide time for the project engineer to address the City Engineer's comments.
Certificate of Compliance
§ DEP 212-798 Lot 1 Brigham St.– The Commission voted 7-0 to issue a full Certificate of Compliance for this project.
§ DEP 212-685 Waters Edge Subdivision - Tom Temple from the City Engineering office called Ms. Ryder to indicate that they had reviewed the drainage inspection video and the as-built plans for this subdivision and find that they are fine. The Commission requested that this recommendation be put in writing for the file. The Commission voted 7-0 to issue a Full Certificate of Compliance for this project.
§ DEP 212-258 159 Robert Rd. (Lot 56) – This lot is outside any buffer zone, the Commission voted 7-0 to issue a Partial Certificate of Compliance for this lot only.
Discussion
§ Proposed new zoning definition for lot area- Al Lima had provided a list of changes to the lot area definition. Ms. Ryder will gather some example plot plans to test out these proposals and will present them at a future meeting.
§ 2003-2004 Accomplishment/Work Plan – The Commission reviewed the plan. Several items were added and discussed. Atty. Arthur Bergeron and City Councilor Maura Navin Webster were in attendance and Attorney Bergeron discussed his ideas about an education program for biodiversity and removal of invasive non native plants. He is willing to provide some small amount of funding to help with projects as needed. Ms. Ryder will provide a revised work plan for the next meeting including these additions.
§ Consultant Fee - Authorization Language - The Commission reviewed the draft “Rules for hiring outside consultants under GL Ch. 44 Sec. 53G.” which was based on the Mass. Association of Conservation Commission model. The Commission reviewed this document and accepted it, but asked that it be referred to the City Solicitor for final comment.

§ MACC Annual Environmental Conference - March 6, 2004 - sign up- Three Commission members will attend.
