DISCUSSION
§ DEP 212-881 Lake Williams Pump Station- Karen Felton of Metcalf & Eddy sent a letter to the Commission requesting a minor change to the plans. The changes includethe installation of a 10’ wide gravel access roadway to provide more reliable access to the pump house from the pump station. The Commission determined that this change was minor in nature and does not require a formal amendment. The Commission voted unanimously to accept the following plans as a minor change: Easterly Force Main – Plan III and Pump Station Site Plan, Sheet C-4”; and “City of Marlborough, Mass Lake
Williams Pump Station Upgrade Civil Details III, sheet C-7” both stamped by Karen L Felton P.E. of Metcalf & Eddy, dated 9-30-03
PUBLIC HEARINGS
Request for Determination of Applicability
488 Farm Rd. – Lisa Lauar
No one attended this hearing on behalf of the applicant. This was filed based on a violation notice issued for work without a permit. The Commission noted that work is still continuing on this site and must cease until the Commission has had a chance to review the proposal. The Commission required that a Cease and Desist letter be sent with a $50 fine and a notice provided that the applicant must attend the Nov. 6th.
CERTIFICATE OF COMPLIANCE
§ DEP 212-767 79 Kelber Dr. Lot 1 - This lot is part of the subdivision, but was well outside of any wetland jurisdiction. The Commission voted 6-0 to issue a Partial Certificate of Compliance for this lot.
EXTENSION PERMIT
§ DEP 212-824 Crane Meadow Corporate Center (Boston Properties) requested a 3 year extension since work has not begun due to the sluggish economy. The Commission voted 6-0 to issue a 3 year extension for this project.
EXTENSION PERMIT (CONT)
§ DEP 212-819 Lot 11A Dufresne Dr. – West Ridge Estates – Don Seaberg of Benchmark Engineering/and Fafard Real Estate requested a 3 year extension for this house lot, which has not yet been constructed, due to delays in permitting the adjacent subdivision. The Commission voted 6-0 to issue a 3 year extension for this project.

CORRESPONDENCE
§ Letter from Earth Tech dated Sept. 30, 2003 RE: DEP 212-692 Walnut Hill Water Treatment plant, Wetland Report Spring/Summer. This was accepted and placed on file.
§ Letter to James Mongeau dated Oct. 6, 2003 REP Response to e-mail of 9-24-2003. The Commission read this letter, and also discussed the reopening of the public hearing which will be held on either Nov. 6th or 13th.
