Commencement – Chairman Magauran called the meeting to order at 7:25 p.m.

The Building Inspector has denied an occupancy permit for 454 Wareham Street.  The applicant has indicated to the Planning Board that they wish to suspend the public hearing process.  The Board will be issuing a letter requesting a written extension of time beyond the required 90 days.  

NOTE:  Member Gonsalves and Member Ryder did not participate in the following vote.
Moved by Vice-Chairman Napoli and seconded by Member Crowley to suspend the regular meeting and open the public hearing for 454 Wareham Street, R. Bear Monteiro.   VOTE:  5-0-0   

NOTE:  Member Gonsalves and Member Ryder recused themselves from the following public hearing.  
Public Hearing – 454 Wareham Street, R. Bear Monteiro
Moved by Vice-Chairman Napoli and seconded by Member Sweeney to continue the public hearing to March 1, 2010 at 7:30 p.m.  VOTE:  5-0-0

Old/New Business
Comments to ZBA – 305 Delano Road
Member Ryder asked if the property is already operating as a Bed & Breakfast and was told no.  
Moved by Vice-Chairman Napoli and seconded by Member Gonsalves to send comments to the ZBA indicating that the Planning Board encourages the application’s concept.  VOTE:  7-0-0
Discussion – FY11 Budget
Boards, Committees, and Department Heads have been requested to submit level funded budgets for FY11.
Moved by Vice-Chairman Napoli and seconded by Member Ryder to submit a level funded budget.  VOTE:  7-0-0
Discussion 2010 Meeting Schedule
The meeting schedule was reviewed and discussed.  
Discussion – Affordable Housing Trust Multi-Board Workshop
The Affordable Housing Trust has invited Town Boards and Commissions to attend a workshop on January 12.  The Trust has hired a consultant to update the Town’s Affordable Housing Plan (now referred to as a Housing Production Plan.)  The consultant has submitted a draft Housing Needs Assessment, which will be discussed at the workshop.  
NOTE:  Member McArdle left the meeting at this time (8:00 p.m.)
It was agreed to recommend that the Affordable Housing Trust advertise and televise the workshop, and also make the draft Housing Needs Assessment available to the public prior to the workshop by posting it on the Town website and having copies available at Town Hall and the Library.
Approval of minutes
Moved by Member Ryder and seconded by Vice-Chairman Napoli to approve the minutes of the December 14 meeting as amended.  VOTE:  6-0-0
Approval of bills
An invoice from Field Engineering (#7335) in the amount of $855 was reviewed and discussed.  
Moved by Member Ryder and seconded by Vice-Chairman Napoli to approve payment of the invoice.  VOTE:  6-0-0
Letter from Building Inspector
The letter from the Building Inspector denying the occupancy permit for 454 Wareham Street was read into the record.  
Master Plan update
Chairman Magauran said he wanted to discuss the Master Plan update at the next meeting.  He asked if any of the Board members wanted to review the Housing Needs Assessment and determine how it would fit into the Master Plan.    

Moved by Vice-Chairman Napoli and seconded by Member Ryder to adjourn at 8:15 p.m.  VOTE:  6-0-0
