Minutes of Park and Recreation Commission Meeting

Meeting called to order at 7:12 pm by Commissioner Trizano.
There was no July 2009 meeting of the Recreation Commission.
Minutes Approved
A motion was made by Commissioner Tom Cook and seconded by Commissioner Steve Scarangella to approve the Parks and Recreation Commission minutes for the meeting of June, 2009. Minutes were unanimously approved.
Superintendent’s Update
Superintendent of Recreation, Rosanne Saracino reviewed her monthly update; provided time for questions and answers. Staff and parent consensus was to have camp at Harbor Island Park again for summer 2010. Sailing program was a total sell out.
Old Business
Chairman Dave Trizano directed the Recreation Commission to decide on three recreation issues or situations that the Village Manager should focus on and bring these issues/situations to the next Commission meeting for discussion.
New Business
Field Permits: (see attachments for actual permit requests and actions)
1. Portchester Schools- no representative came to the meeting.
2. Sierra Club -Kathrine Hiller presented the request which was unanimously approved. Commission wants to review Kathrine’s last request- Step It Up permit from 2007.
Jerry Peters, Executive Director for SEC introduced himself and gave a very brief history of what SEC is and does. SEC services 312 participants with recreation and leisure services. SEC budget is approximately $900,000; 45% of which comes from Family Support Services. This FSS money is now being jeopardized due to the economy. SEC participants need to be enrolled with Medicaid in order for SEC to receive any FSS monies, which will take about a year to do. SEC will also not be able to charge program fees under the new State guidelines. Please see Jerry Peters, Executive Director’s report for SEC dated July 16, 2009 for complete explanation. Municipal contributions account for 30% of the SEC budget and Fund raising accounts for 25 % of the SEC budget. Under The Americans with Disabilities Act the Village of Mamaroneck must provide recreation leisure services.
Invite Village Manager, Richard Slingerland to the October meeting to discuss pertinent issues for Recreation and Parks. Recreation Commission needs to determine their top three priorities for the next meeting.
Stuart Hemby stated that the lights in Columbus Park are not going on for the Sunday night league. Superintendent Saracino will check with DPW about these lights.
Toni Ryan invited everyone to the open house Sunday, August 16 4-6pm at Bub Walker Park to see the new Bocce Court. This court is a great addition to the community.
Commissioner Steve Scarangella made a motion to adjourn at 8:45 p.m. Motion was seconded by Commissioner Stu Hemby. .
Next meeting will be Wednesday September 23, 7:00 p.m. in the Court Room.
