Minutes of Park and Recreation Commission meeting

Meeting called to order at 7:05 pm by Commissioner Trizano.

Minutes Approved
A motion was made by Commissioner Jean Wurzburger and seconded by Commissioner Steve Scarangella to approve the Parks and Recreation Commission minutes for the meeting of February 11, 2009.  Minutes unanimously approved.

Stuart Hemby was welcomed to the Commission.

Superintendent’s Update
Superintendent of Recreation Rosanne Saracino reviewed her monthly update highlighting the following:

Old Business
  • Spring Carnival   contract has been signed and most logistics have been agreed upon by the carnival company and the Village.
  • Day Camp Use of Bellows School has been approved in writing by Superintendent of Schools Dr. Peter Mustich.
  • Sailing program Superintendent Saracino looking into used motors and the possibility getting the old engine running.
New Business
Field Permits
  • St. John and Paul Recommendation of Commission is to approve this application with a $100 fee.  See attached application for details.
  • Nana’s Kids Owner/operator Marni Ranani presented her request for use of the sprayground.  Commission recommended approving application with a $100. fee per use to cover staff and children.  See attached application for details.    
  • Fr American School Gilbert Ektto presented the request for use of Pavilion field.  Commission recommended approving this request.  See permit for details.
Parks Report
  • Rick Herbek believes that parks are an asset to the community.   Irrigation system is necessary for HIP and a plan to install irrigation should be developed.  Until there is a method to water the fields it will continue to be difficult to maintain the fields.
  • Barry Casterella explained the maintenance schedule: April-November–grass cutting, weed whacking, leaf pick up, field grooming(clay), may take upwards of five hours to groom a ball field, garbage collection is done two days a week, planting, spiking, fertilizizing.  Grass seed is an athletic mixture which is drought resistance.
  • Each fire chief decides if watering the fields is an acceptable process.  The water coming out of a fire hose may actually damage the field as controlling the stream of water is difficult as the hose is 1.5” wide.   
  • Courts need to be maintained in the various parks.  Columbus Park court was renovated four years ago.  Recycle bins are placed in Columbus Park
  • Rick Herbek suggested that a master plan for the parks might be a good starting point to improve the conditions of the parks.  A plan could then be worked on each year to get an upgrade done each year until all the parks are renovated/repaired.
  • Florence Park could have a ball field installed as the park is big enough to contain a little league field.  
  • Commission wants Florence Park to be an active park whereby athletic events and games may take place in this park.  Recreation Commission should recommend this to the Board of Trustees.  Superintendent Saracino will send a memo to the Village Manager expressing the Recreation Commission concerns to make Florence Park an active park for little league, soccer and football.  
  • An “adopt a park” program might be a great initiative to get the parks in better condition.  
  • The possibility of having a parks dept staff person work on weekends was discussed.  This can be done by negotiating with the Union.  
  • Fields in Harbor Island Park definitely need to be rested in July and August as there is no irrigation.  
  • Rick Herbek:  Boat Ramp fees may be collected by issuing an “appearance ticket” to any boat trailer which is in the harbor prior to the parking booth opening each day.  Sportime multi sport facility is not legal to build in Harbor Island Park due to the Federal monies utilized by the Village of Mamaroneck in 1979 in HI Park.  Sportime may move adjacent to the water treatment plant pending Board of Trustee approval.
  • No decision has been made as to the fate of the Hook and Ladder fire house now that it is being taken out of service.  The Recreation Commission is in favor of utilizing this fire house for recreation purposes.  
  • Talk about a second floor being added to the pavilion ensued.   More space for Recreation could be made by expanding the pavilion.
Resident Norm Rosenblum addressed the Commission about building a skate park.  

Teen tour:   Stuart Hemby discussed the tour, locations looked at and no that no suitable areas were found at this time.   

Trustee Robinowitz reported:
  • SOUND dance @ the Pavilion will be on Friday, March 20 supervised by the Youth Officers 7-11pm
  • Library is showing movies at the Pavilion monthly for grades 6-12.
  • RADAR will be hosting a teen café at the Mamaroneck High School  Friday, April 24  3pm-7pm
  • Mamaroneck HS has a coordinator of student activities, Carol Scheffler.
  
Bocci Court in Bob Walker Park:   Recreation Commission is unanimously in favor of building a court.

Next meeting will be Wednesday, April 8 at 7:00 p.m. Regatta.
