MINUTES OF A REGULAR MEETING OF THE HARBOR AND COASTAL ZONE MANAGEMENT COMMISSION OF THE VILLAGE OF MAMARONECK HELD ON JUNE 17, 2009, AT 7:30 P.M.IN THE COURTROOM AT VILLAGE HALL, MAMARONECK, NEW YORK

Vice Chairman Weiner called the meeting to order at 7:30 P.M.
Mr. Weiner stated that Mr. Goldstein recused himself because he is a member of Beachpoint
Mamaroneck Boat and Motors – 622 Rushmore Avenue
The matter was adjourned.
Beach Point Club – 900 Rushmore Avenue Addition of a 1,922 square foot pool house structure to the existing dining pavilion kitchen building (to include life guard office, bathrooms, first aid, and pool equipment room). Covered open deck construction of a beach bar pavilion added to existing dining pavilion deck. Reconstruction and relocation of main pool and wading pool and terrace.
Randy Ruder, the general manager of Beach Point appeared and addressed the Board. Mr. Ruder stated that he just received a letter and has been unable to address the matters. He stated that he is here tonight to start the process and next month he will be in a position to answer the points brought up in the letter. He will be accompanied by the architect, the civil engineer and anyone else the board needs to talk to.
Mr. Ruder showed drawings of Beachpoint as it is now, and explained what they are planning. Mr. Ruder stated that as the members get younger the existing pool is becoming more and more unusable for children. The wading pool is unheated and 2/3’s of the larger pool is too deep. The new safety codes have made the deep end unusable for diving as it is now too shallow. As the pool is now the members are only using the shallow end of the large pool.
Mr. Ruder stated that the pool and shell are 56 years old and have lasted three times its expected life span of twenty years. According to experts the pool will not last another winter and would need to be replaced. The club members thought that since they will have to replace the pool anyway they would like to adapt it to the memberships needs now. Mr. Ruder then explained a plan showing the new pools and there placement on the property. The band shell is coming down, unfortunately it is not used and it is blocking the view.
The Board requested that the applicant supply Storm water calculations including drywells/holding tanks, perk tests, and less use of fertilizer.
Mr. Ruder stated that the engineer will be at the next meeting to answer all the Boards questions. The construction is not in the Wetlands area therefore does not require approval from the DEC.
Mr. Weiner asked if there are alternatives to the use of clorine and Mr. Ruder answered that the pool expert will be at the next meeting to answer questions.
The matter was adjourned to the July 15, 2009 meeting.

The minutes of April 15, 2009 were accepted on motion of Mr. Birman, seconded by Mr. Sleeper.

OLD BUSINESS
The Board discussed the Mamaroneck Boat and Motors application and stated that the applicant has stopped responding, Mr. Winter is sending a letter but is the opinion of the Board that the Deutermans are in there busy season. The Board wants confirmation that the gas tank and lines are new as of now the only gas that can be pumped is for emergency vessels ,they are the only gas pumps in the harbor and want to be able to pump gas to the public.
Mr. Weiner stated that the situation did not happen over night and it will take time to correct, he believes that the property is in better shape than it was last year.
The Board is concerned that the harbor is not destroyed, and would like the Deutermans to appear before the Board.
