Transfer Station Study Committee Minutes 2006/11/15
Minutes of Transfer Station Committee Meeting -- November 15th 2006 10:30 a.m.

In Attendance:  Marya Klee, Cynthia Bognolo, Simon Carr.
Apologies:      Al Pryor, Pete MacDonald, Pete Bleyler, Charles Ragan, Steve Maddock.


1.      Operation:  
a.      With the compactor coming into operation, there was concern over staffing.  Some possible names for staffing were suggested.
b.      The bag stickers are now being used.  However, the possibility of other outlets for the bags should still be considered.  We had not had any report on the suggestion of using Mascoma.
c.      The missing padlocks had not been replaced.  As there is a need for additional padlocks for the compactor dog kennel, it was felt that it might be more convenient to purchase sufficient padlocks to cover the missing and additional ones all keyed the same.

2.      Compactor: The compactor is scheduled for installation November 30th.  Committee members would be available for any necessary briefing on installation/operation.

3.      NRRA Update:

a.      Electronics recycling costs have been reduced by 20% and NRRA are planning a large presentation for the December meeting, to emphasize the need to implement programs before the July 2007 deadline.
b.      There are additional programs including a Freon program for $8/unit – minimum 25 units.
c.      Canterbury has now gone pay-per-throw, with a significant reduction in trash and commensurate increase in recyclables.  They have 1 full-time/2 part-time staff and also bale plastics and cans.

4.      Hut for attendants.  To implement our permit, we need to have a hut for keeping, records, first aid kit and similar.  It was thought that there are sufficient funds allocated to the compactor to implement a hut and, thereby, be in a position to implement our permit-by-notification process.

5.      Next meeting:  The next meeting will be Wednesday December 6th 2006 10.30 a.m. at Lyme Fire Station Meeting Room.  It was proposed that from that time, meetings should be monthly on the first Wednesday of the month.
