Transfer Station Study Committee Minutes 2004/08/12
Minutes of Transfer Station Committee   --  August 12, 2004 5.00p.m.

In Attendance:          Steve Maddock, Simon Carr, Marya Klee, Al Pryor, Cynthia Bognolo, Jedediah Smith.
Apologies:      Peter Bleyler, Pete MacDonald


1.      As the Academy meeting room had not been unlocked the committee adjourned to Steve’s house.  Steve will take up the issue of access to the Academy with the Selectboard.

2.      Al’s Assistant: It was agreed that as there was precedent it was not necessary to advertise the position.  Jedediah Smith attended the meeting.  The scope of his work was discussed and it was agreed that it would start from the coming Sunday.  Pay is still to be negotiated.

3.      Operation:
a.      It had been planned that Fred Stearns would show Al the operation of the front-end loader so that Al can pack down the fiber container without needing Fred to be present. However Fred had not yet done this.  Steve will take the issue up with the Selectboard.  
b.      The police presence had been successful in deterring users without Lyme stickers and encouraging town users to display their stickers.  There was still a problem with out-of-town users who had a legitimate need to access the transfer station.  These should be directed to the town offices and legitimate cases would have stickers issued.
c.      A town business had tipped mixed fiber and plastic trash in the trash container out of hours.  The town has written to them regarding this.

4.       AVRRDD: Al issued copies of the proposed contract.

5.      Current NRAA Status:  We are in a position to switch Fibers, Containers (aluminum and Plastic), tires (already switched) and scrap metal to NRRA.  We need to purchase two 40 cu.yd. containers for C&D and a 30 cu.yd. one.  The supplier suggested by Normandeau has given the cost of containers delivered to Groveton as:
a.      40 cu.yd. $4890
b.      30 cu.yd. $3855,
c.      delivery for up to four containers $400
Steve will check the amount available to us and ask the Selectboard for approval for the three containers

6.      MSW:  The haulier suggested by Normandeau has quoted $975 per haul.  In addition, we would be paying $45/ton tipping charges at Mt. Carberry.  It was agreed this was unacceptable and the following options were discussed:
a.      Al will check out other possible hauliers, both local and through Normandeau.
b.      We should ask Northeastern for a quote for handling MSW alone
c.      Abandon the packer and arrange for an open-top container, with tarp, to be hauled by Normandeau.
       Any such arrangement should exist until we could move to a permanent site, which it was hoped would be 1-2 years.

7.      New Hampshire the Beautiful: Margie Seymour, the director, will come and talk with us at our next meeting.

8.      Next meeting:  5.00 Thursday 26th August.  Steve will confirm whether this can be at the town offices.
