Transfer Station Study Committee Minutes 2004/07/22
Minutes of Transfer Station Committee   --  July 22, 2004 5.00p.m.

In Attendance:          Steve Maddock, Simon Carr, Peter Bleyler, Marya Klee, Al Pryor, Pete MacDonald, Cynthia Bognolo.  
Barry Normandeau – Normandeau Inc


1.      Steve and Al had met with Barry Normandeau – president and Chris Wheeler – operations manager of Normandeau on Friday 16th July to discuss our transfer station issues.  In the light of that meeting Barry Normandeau was in attendance to discuss issues with the full committee.
a.      Barry considered that our current container rental was extremely high.  He advised that we should purchase containers for those areas where will not have containers supplied by NRRA agents.  These are currently the glass and C&D.  Heavy-duty open-top containers are likely to cost in the region of $4,500 for a 40cu.yd. one.  If we bought containers to use with Normandeau, they would go into a common-user pool, although Normandeau track all locations and endeavor to return containers to owners as far as possible. They also monitor container quality and advise owners of the need to repair/replace faulty ones.
b.      Northeastern’s tipping charges are currently $68/ton and they have indicated that if we removed our recycling from them they would impose a higher charge on the MSW.   Barry suggested that we should apply directly to the Androscoggin Valley Regional Refuse Disposal District (AVRRDD), administrator Sharon Gauthier 752 3342, for a license to tip at their Berlin landfill.  The cost on this would $45/ton.  Apart from the cost saving, this facility has a life expectancy of 25+ years.  This license would cover both MSW and C&D.  It was agreed that Al would contact Sharon Gauthier to pursue this.
c.      Barry suggested that we would show significant savings if we could compact MSW and compact and store recyclables.  It was agreed that this was the ideal but that we could not move on these issues until we had a suitable site, separate from the highway garage.
d.      As an alternative to the NRRA glass crushing program, Barry suggested investigating New Hampshire the Beautiful’s glass crushing program.
e.      Normandeau do not have any packers of a suitable size to handle our MSW.  However, Barry will put us in touch with hauliers who may be able to provide us with a suitable service.

2.      To proceed with Normandeau we need to purchase two containers.  The C&D would be hauled to AVRRDD and the glass to one of the NRRA glass crushing consolidation sites, currently Littleton and New London, but with the future possibility of Norwich.  We have a budget allocation for consultancy and it was hoped that we might be permitted to transfer this to the purchase of containers.  Steve had spoken informally to Dick Jones and would pursue this as a formal request now.

3.      Bayne Stevenson had spoken briefly with Steve and it was hoped he might have some knowledge of other potential sites.  Steve is following this up.

4.      Steve intends to ask the Selectboard to arrange for policing of the use of the transfer station by residents only.  He also intends to ask for an additional staff person to monitor the packer so as to ensure only MSW is thrown.  Both measures should be in place as soon as possible so that we can control station usage.

5.      Next meeting:  In view of the time spent in discussion with Barry Normandeau it was agreed to meet 5.00 Thursday 29th July at Lyme Academy to cover the remainder of our current business.
