Selectboard Minutes 2009/09/17
Town of Lyme
Board of Selectmen
Minutes for September 17, 2009
  • At 8:00 am Dick opened the meeting.  The following attended all or parts of the meeting:  Dick Jones (member), Charles Ragan (member), Dina Cutting (administrative assistant), Pauline Field (police chief) and Bill LaBombard (sexton).
  • Bill came in to discuss replacing the small garden tractor mower used primarily in the cemeteries.  This mower is purchased with operating funds and the current one is worn out.  Funds are not available in the cemetery budget for its replacement, however funds appear to be available in the parks and recreation budget to replace it this year.  Dick moved and Charles seconded a motion to transfer $3,400 from the parks and recreation to the cemetery budget subject to Dina’s confirming that they are available.  The motion carried unanimously.
  • The following administrative matters were discussed and actions taken:
  • The minutes of the September 10th regular meeting and both non-public sessions were all approved as submitted.
  • The manifest was reviewed and approved.
  • Dick briefed the Board on the most recent Budget Committee, Conservation Commission and Planning Board meetings.
  • Dina briefed the Board on the organizational meeting for planning for Lyme’s 250th birthday observation.  Dick agreed to draft a charge to establish a committee for this purpose.
  • The three proposals received for painting and repairs to the Academy Building were reviewed.  One proposal was evaluated as technically unresponsive.  Dick then moved and Charles seconded a motion to award the contract to JTR Company of Lyme in the amount of $15,000.  The motion passed unanimously.
  • At 8:40 Dick moved and Charles seconded a motion to go into non-public session under the authority of RSA 91-A:3 II(a) for the hiring of a person as a public employee.  The motion carried unanimously.  The Board returned to public session at 8:50 having voted to offer the part time position of transfer station attendant to Miles Peterson of Lyme.
  • The meeting adjourned at 8:59.
