Board of Selectmen
Minutes for November 8, 2007

1.      The regular meeting of the Board of Selectmen continued at 8:45 PM on Thursday November 8 in the Fire Station training room, as a joint session with the Planning board.  The following attended the entire meeting: Charles Ragan, Simon Carr, Dick Jones, Jack Elliot, John Billings, Stephanie Clark, David Roby and John Stadler.  
2.      There was a discussion on how we could proceed until there was a replacement for Vickie:
a.      Without a Zoning Administrator, the Selectboard is responsible for making the Zoning decisions.
b.      Adair Mulligan will be available to take the bulk of the Planning Board’s minutes.
c.      There were already several applications for the planning and zoning administrator position.  This was being held open until the end of the month and the Selectboard would then interview.  It was desirable that there was both staff and Planning Board input at that time.  John Billing offered to assist in interviewing.
3.      Master Plan had been stalled for a time, following the neighborhood meetings. However Peter Dzewaltowski of the UVLS Regional Planning Commission is scheduled to come in to the Planning Board meeting next week and this should then get back on track.
4.      Capital Improvement Program.  The Committee is scheduled to meet next week, so this is now moving forward.
5.       The Selectboard recognized that the Planning Board is stressed by some members not being available and that those members who are available also have demanding full-time jobs.  There was discussion on how this could be tackled.
6.      Jack said that he was confident that the lot merger issue would be resolved at the next meeting and that from then on the Planning Board could move forward on addressing the remaining zoning amendments and could also push both the CIP and Master Plan forward in parallel.
7.      At 9:18 PM the Selectboard meeting recessed until 9:00 AM November 9 at the town offices.
