Minutes for September 2, 2007
1.      The regular meeting of the Board of Selectmen continued at 11:00 AM on Sunday September 2 at the Highway Garage.  The following attended the entire meeting:  Simon Carr, Dick Jones and Charles Ragan. Transfer Station Supervisor Al Pryor, Attendants Jed Smith and Lance Goodrich attended part of the meeting.
2.      There was a full and frank discussion on operating the transfer station. Specific issues included:
a.      The various options for operation of the compactor were reviewed in the light of recent experience and discussions with Leavitt.  None of the options are totally satisfactory in terms of balancing speed and safety.  The current system of running on the deadman’s switch seems the best, at this time.
b.      The circuit breaker for the hydraulic pump is within the high-voltage cupboard and can trip in cold conditions.  Simon will talk with Leavitt about relocating this to an acceptable position.
c.      The larger green bag and the use of stickers on contractor-size black bags meant that bags were being delivered that were almost impossible to lift.  The policy on bags/green stickers and punch cards should be reviewed.
d.      There should be a checklist, which would enable attendants to work through operations in a consistent manner. It would also enable them to know when and who to contact to resolve a problem.
e.      We should arrange for a chain or gates across the entrance, to stop public access until the staff have the station ready for operation.
3.      At 11:50 AM Dick moved and Charles seconded a motion to go into non-public session under the authority of RSA 91-A:3 II(b) – “the hiring of any person as a public employee”.  The motion carried by unanimous roll-call vote.  Simon Carr, Dick Jones and Charles Ragan attended the non-public session.
4.      At 12:30 PM the board returned to public session.
5.      The meeting adjourned at 12:31 PM
