TOWN OF LYME
BOARD of SELECTMEN
MINUTES
September 6, 2006

Present:  Judy Brotman, Dick Jones, Charles Ragan, Carole Bont.
1.      Approval of public minutes of August 30, 2006.
2.      Approval of manifest.
3.      Approval of Intent to Cut, R B Ryan, Map 407/lot 86.5.
4.      The Board discussed the State’s request to locally post their EEE and West Nile Virus advisory.  The Board agreed to have a line posted on the Town web site to the State’s site.
5.      The Board reviewed the outstanding balance for LCS for sale of the Town of Lyme  “garbage” bags.  The Board voted to continue to try and collect the outstanding balance, and to discontinue having LCS sell the Lyme garbage bags.  Lyme garbage bags will only be available at the Town Clerk’s office during their open hours.
6.      The Board will forward the Warrantless Search Policy draft to Mitchell & Bates for review before voting on the policy.
7.      Judy updated the Board on the PacketFront meeting held in Enfield.  The 8 towns involved supported continuing with the next phase.
8.      SERG has invited Lyme employees or committee members to a workshop on bio-diesel fuels.  
9.      The Town of Lyme has no record of FEMA updated maps.  We cannot comment on the Hanover maps at this time.  
10.     The continuing investigation of the Shoestrap Road situation continued with a site visit by CLD engineers, who confirmed the presence of ledge along the edge of the road – making the use of sheet piling out of the question.  Further engineering investigation will be undertaken.
11.     The Board agreed that the payment of vacation/personal/sick time pay benefit should be according to the personnel policy.  To clarify the policy, the Board will change the definition to clearly indicate that these benefits are not paid to employees that work “less than 700 programmed hours a year”.   All workers are eligible for holiday pay – full time workers are aid for the day off, part-time workers are paid if the day off is a regularly scheduled work day.
12.     Charles updated the board on the status of the 1999 highway truck.  It was taken to Sabil & Sons for repairs last week.  It has had new tires put on, the existing ones being completely worn out;  in addition, Sabil has replaced the rear disc brakes (which were practically gone), an oil leak was repaired, the alignment was corrected, and the steering was repaired.
