TOWN OF LYME
BOARD OF SELECTMEN
April 19, 2006
MINUTES

Attending:  Selectmen Charles Ragan, Dick Jones and Judy Brotman; Administrative Assistant Carole Bont, Bill LaBombard, sexton; public Beverly Wakely.

The Meeting was opened at 8:00 am by Judy Brotman.

1.      The Board briefly reviewed the proposed personnel policy changes, and decided to have a more detailed follow-up at the May 3rd meeting.  At that meeting there will be no other appointments.
2.      The Board signed the manifest.
3.      The Ricker Winsor headstones have been located and installed.  Carole will write a short note to Mr. Winsor as a follow-up to his inquiry.
4.      Property tax exemptions were approved for the American Legion, the Benedictine Congregation at 44 Flint Hill Road, the Ct. River Watershed Council at Hardscrabble Road; Crossroads Academy at 85 and 101 Dartmouth College Highway; Dartmouth College at the Skiway (for the education related facilities); the First Baptist Church (with the exception of the woodlot); the Lyme Congregational Church (with the exception of the woodlot); Lyme Nursery School; the Montshire Museum at 748 River Road; UDS at 16 Orford Road (a health facility); and the Upper Valley Land Trust (for 5 lots).
5.      The Veterans Credit Exemption cannot be granted without a complete DD2-14.
6.      The Current Use application for Birchmont Realty was approved.
7.      The Board approved the Parking Permit for the 7/26 Church Supper event with a tent on the Green.
8.      The “Receipt of Inventory Received” from the NH Electric Co-op was signed.  
9.      The Board voted unanimously to increase the membership of the Transfer Station Committee from 7 members to 9 members; and voted unanimously to appoint Katie Jenks to the committee.
10.     At 9:02 am the Board opened the public hearing on the request for a Preservation Easement for Historic Agricultural Structures.  To qualify for an Easement, the structure must be at least 75 years old, and meet the list of criteria.
a.      It is the owners’ belief that the Barn was originally built around 1840, and then it was added to in the late 1800s.
b.      It is listed as a part contributing structure in the Lyme Common National Historic District.
c.      No public was present for comment.
d.      It appears initially to be a qualifying structure.  The Board vacated the fire station for a site visit to see the Barn.
e.      A decision will be made during the next regularly scheduled Board of Selectmen’s meeting.
11.     Several issues concerning the Transfer Station will be discussed next week.  
12.     Supervisors of the checklist are scheduled to sit in June.

The meeting recessed at 9:20 am to a site visit to the Wakely’s property on Rt. 10.

The meeting adjourned at 9:39 am.
