TOWN OF LYME
BOARD OF SELECTMEN
March 8, 2006
 MINUTES

Attending:  Selectmen Pete Bleyler,  Dick Jones and Judy Brotman,  Fred Stearns, Bill LaBombard and Carole Bont, Jennifer Hauck, photographer for Valley News, Pauline Field.

The Meeting was opened at 8:00 am by Chairman Pete Bleyler.

1.      Fred Stearns and Bill LaBombard met with the Selectmen to discuss the proposal for locating a compactor for garbage on the highway site.  They do not want a packer anywhere on the highway site.  He is concerned about rats, smell, and other nuisances.  The old garage is gone, but Fred and Bill think this site (slab) is a good place for a new salt shed.  The highway department still needs covered storage.  
2.      Fred and Bill also discussed the condition of Goose Pond Road – and his idea to put crushed gravel (sta-pack) on the road right now to make a temporary fix.  He will grind it down with the rest of the surface in this summer’s road project.
3.      The Selectmen approved the manifest.
4.      The Selectmen approved the March 1st minutes.
5.      The Selectmen discussed last night’s Little Town Meeting.  The Candidate introductions and zoning amendments discussion were excellent.  It seems as though there should be a limit on general discussions of Town meeting agenda items and budget questions so that little town meeting doesn’t become a town meeting.   Discussions should be limited to clarifications or request for more information to be provided at town meeting.
6.      The Selectmen approved the request for a Tax Abatement for Pat & Tony Pippin for their property located at Lot 201/map 76.  The Abatement is for 1995 and 1996 taxes of approximately $7,500, which are remaining taxes from a prior proceeding now deemed uncollectible.
7.      Appointments were approved for Nancy Grandine, Assistant Moderator and Jim Poage, ZBA member.
8.      An additional year’s extension was approved for Mr. Tausanovich to allow him to live in his temporary trailer while he finishes his new residence.
9.      The Selectmen support the traditional public hours for the Selectmen’s office from 9 am to 12:30 pm . . . and suggest  a “closed” sign be put on the inside doors when the office is closed to the public.  The Town Clerk’s new hours are 8am – 2 pm M, W, F.
10.     The Library Trustees have agreed to allow public use of the art room if there is no class there and no storage of files or reconfiguration of the room takes place.
11.     The Selectmen approved the “outstanding” and “unsatisfactory” performance report forms.  
12.     Pauline Field discussed the Boy Scouts use of the common for the summer Flea Markets.  Safety issues and expansion of commercial sellers are a concern.  The Board of Selectmen will limit the Flea Market to local, hand-made and used goods, and are advise the sponsors of the Flea Market that general safety issues are of serious concern to the Board.  The sponsors of the activity may need to hire their own security to patrol and enforce the safety regulations if there continue to be problems.  The Board is in favor of giving only limited permission - for one weekend - to see how the activity is conducted, before approving additional events.  And then give approval for another month if it works out.  No blanket permit will be given at this time for this use.
