TOWN OF LYME
BOARD OF SELECTMEN
March 1, 2006
 MINUTES


Attending:  Selectmen Dick Jones and Judy Brotman; Carole Bont, Michael Hinsley, Harvey Brotman and Brian Charest.

The Meeting was opened at 8:00 am by acting Chairman Dick Jones.

1.      The Selectmen approved the manifest.
2.      The Selectmen approved the February 22nd minutes.
3.      The Selectmen approved the abatement and change in assessment for Francis and Margaret Bowles, Tax Map 408, Lot 43, to reflect functional obsolescence, at the assessor’s recommendation, in the amount of $1,840.86.
4.      The Selectmen reviewed the Veracka’s application for dealer plates and concurred with the Zoning Administrator’s authorization to permit this application as an accessory use.
5.      The Selectmen agreed to send a letter NHDOT concerning maintenance of the No. Thetford Road, with a copy being sent to Alan Hanscomb in the Enfield district.
6.      The Selectmen discussed a continuing condensation and ventilation problem at the highway garage.  Judy will contact Tony and Allan to check this out – it may need a humidity sensor to automatically turn on the exhaust fan.
7.      Selectmen discussed Connie Wilmot’s Dorchester Road property.  A preliminary determination indicates it may not be in the floodplain, therefore, if that is the case, her rebuilding will be determined in accordance with the requirements of the Zoning Ordinance.  Fire Chief Mike Hinsley won’t agree to burn down the structure because of it’s proximity to Grant Brook, and he reported that there is no evidence that additional garbage/debris (as had been reported to the Board) has been added to the site.  
8.      The Selectmen discussed Broadband issues with Mike Hinsley, Harvey Brotman and Brian Charest.  If we find the money we can go ahead with the Wavecom project for municipal service.  The Tower will be for radio emergency service, and will be granted municipal exemption.  The Selectmen unanimously approved the municipal exemption for a tower located on the Town Fire/Police station.   The Town’s computer consultant, Harvey Brotman, is authorized to talk to and negotiate with Wavecom, and get a proposal from them for municipal Broadband service, for presentation to the Selectmen.
9.      Mike Hinsley updated the Selectmen on the Town’s ISO review – fire/rescue is in great shape now.    
10.     Correction of 2/22/06 minutes:  The Intent to Cut for Arthur Stout is incorrect.  This was a Report of Wood Cut and a Warrant to pay timber taxes for Arthur Stout.

The meeting adjourned at 9:45 am.

The Selectmen discussed Broadband issues with Mike Hinsley, Harvey Brotman and Brian Charest.  
Bob Jacobson of Wavecom’s plan is under discussion.  
(Wavecom has a ‘hub’ on the Mt. Ascutney tower.  
We need to check on where the T-1 line is – WRJ or Hanover.  
Fiber is installed to the Lyme CO.  
Is band width available at Lyme substation or does Verizon/Segnet have it tied up?
The hope is to have a fiber trunk, to a POP (point of presence) to cover Lyme, Thetford, other areas (possibly Hanover, etc.).
Lyme system to run fiber up rt. 10 and out to the Skyway to Winslow (top of mountain).  
The rest of Lyme would be wireless from the fiber hubs/pops.  
Wavecom would put a directional beacon on top of our station which would beam to Thetford.
“ Packetfront” group is a different proposal.
The mast antennae will raise the height of the antennae serving fire, police, fast squad – and the forest fire service.  
The whip antennae will go on the tower, for data transmission (not cell phone).  
There is an antenna site at Sharon Norwich town line, which is owned by Wavecom.  
Initial high speed access will be for municipal use.   
Presently high speed DSL goes to the school at a cost of $5000/year.  
We need to define short term band width/ price.  
If we find the money we can go ahead with the Wavecom project for municipal service.  
We can find the $5000 to do the municipal services… convincing the public of the need for the project is a different matter.  
The tower for radio emergency service will be granted municipal exemption - moved and seconded and voted unanimously.  
The budget line item should be “other including communications” where the funding will come from
Estimated cost between $2500 – 5000 - to come from somewhere in the budget and be re-programmed to that line item.  
DJ moved that we let Wavecom know we are interested, and authorize our “IT” consultant (HB) talk to, and negotiate with Wavecom, and get a proposal from them.  
There may be a monthly charge to town, or, if he can sell excess band with, a reduced charge to town.
