TOWN OF LYME
BOARD OF SELECTMEN
February 22, 2006
 MINUTES


Attending:  Selectmen Pete Bleyler, Dick Jones and Judy Brotman; Carole Bont, Bill Waste and Patty Jenks.

The Meeting was opened at 8:00 am by Chairman Pete Bleyler.

1.      The Selectmen approved the manifest.
2.      Carole updated the selectmen on the Town Offices Building Committee status.
3.      The Selectmen approved the minutes of February 15th.
4.      The Selectmen approved the Intent-to-Cut for Arthur Stout for Map 409/lot 45.
5.      The Selectmen signed the Land Use Change Tax assessment for John and Pamela Pierce.
6.      Dick updated the Selectmen on the revisions to RSA 91-A being proposed in the NH House.
7.      The selectmen discussed the Wilmot property “clean-up” issue.  Carole will investigate the status of the property and report back to the Selectmen.  
8.      The Selectmen suggest that the Town Offices Building Committee wait for a few weeks before making a decision whether or not to appeal to the Library for additional use of the art room.
9.      The Selectmen met with Bill Waste and Patty Jenks to discuss the Town Meeting arrangements.  
a.      Little Town Meeting will be held at the school on March 7th at 7 pm.  Bill will moderate.  The Selectmen will set up for the meeting on Tuesday at 5 pm before the meeting.  The School Warrant will also be covered at the Little Town Meeting.  The School District annual meeting is scheduled for Thursday, March 9th at 7 pm.  This year’s Town Meeting is scheduled for March 14th at 7 am with the business meeting set to begin at 9 am.  The Selectmen will set up for Town Meeting on Monday, March 13th at 5 pm.  
b.      Discussion and assignment of the articles:
i.      Article 1 (election of officers) is by ballot.  
ii.     Twelve zoning articles are also by ballot - the last is a petition warrant article that basically cuts in half all the dimensional controls in the present Zoning Ordinance - someone should speak for the PB on this article at Little Town Meeting.  
iii.    The Town Report is schedule to mail on Friday March 3rd.  The Town staff and selectmen will meet at 8 am at the fire station.  
iv.     The School/organizations will handle food during the day at Town Meeting.  Patty will arrange for food, from Pat & Tony this year, for “counters” following the closing of the polls.  
v.      Bill will try to arrange for the cub scouts to be an honor guard.    
vi.     Carole to arrange for cordless microphones for all three meetings.  
vii.    Article 14 is the first article for discussion at Town Meeting.  As in past years, members of the public should move the articles from the floor.  
1.      Articles 14 & 15, authority to buy & sell land – Pete.  
2.      Articles 16 & 17, cemetery funds (in & out) – Dick.  
3.      Article 16 requires a paper ballot (special revenue fund).  
4.      Article 18, town poor expendable trust fund – Judy.  
5.      Article 19, town offices building capital reserve fund – Pete.  
6.      Article 20, library crosswalk – Judy (for Pauline).  
7.      Article 21 & 22, to/from Cap Reserve Funds & Trust Funds – Dick.  
8.      Article 23, Independence Day, designated fund of gifts and donations, no tax dollars, vote required to take $ out- Judy (refer to Dina if need be)   
9.      Article 24, high speed communications – Judy to (John Sanders).  Carole to ask Julia to come to Town Meeting.  
10.     Article 25, operating budget – Barney (Ch. Budget Cmte).  
11.     Article 26, rec cmte reduction – Dick.       
12.     Article 27 & 28 – reports – Bill to call on appropriate individuals wishing to address Town Meeting.
c.      Recognition of Bernard Tullar – supervisor of the checklist [40 years +-] – and Luane Cole – at appropriate place near the beginning of the meeting (perhaps at the time of the first paper ballot).
d.      Lyme Foundation has requested permission to present the Citizen of the Year.  Also done at the time of or just following the balloting on Article 16.  
e.      Possible displays at Town meeting:
i.      Town offices building committee display.  
ii.     Energy committee display?  
iii.    Transfer station display?  
f.      Reminders to public re meetings at fire Station and Academy Building AND new town clerk’s hours …
10.     The Selectmen reviewed the “Old Business” on the Agenda:
a.      Pete to send a letter to the Bargain Barn
b.       Carole to advise Alan Greatorex  on the posting of roads in January
c.       Performance report forms to be finalized next week.

The meeting adjourned at 9:41 am.
