TOWN OF LYME
BOARD OF SELECTMEN
Minutes
December 28, 2005


Present:  Pete Bleyler, Dick Jones, Judy Brotman, Selectmen; Dina Cutting, Vickie Davis.              The meeting was opened at 8:00 am by Chairman Pete Bleyler.
1)      The Selectmen approved the Non-Public Session and Public Session minutes of December 21, as amended.
2)      The selectmen discussed budget carryover issues – the worksheet needs to have the property reappraisal number corrected to show an ending balance of $1747 for carryover, (the line item was $10000, of which $8253 was used); the training balance in p&z cannot be carried over, but it can be contractually obligated this year.  The computer fund line is used, and Bessie Hall is also used.  Dick move approval, Pete seconded the motion.  Unanimous vote on the carry over items.
3)      The Notes on the budget worksheet are approved for the budget committee meeting.
4)      The selectmen approved the manifest.
5)      The selectmen reconsidered the requirement of meeting outside of the town office. Judy moves that the fire house or academy building be used for all committee meetings, with the exception of zoning, which may choose to meet in the art room. There are to be no meetings in the town work space.  Pete seconded the motion.  Unanimous vote.
6)      The selectmen approved the purchase of air filter(s) for the town office and the town clerk’s office, if needed.
7)      The “13 buildings – off the grid” article is actually about the proposed development in Dorchester (the Greens).  As this is a development of regional impact, and also a road/access issue, both of which require Lyme to hold public hearings.   Vickie should consult with Lyme’s legal counsel, and then contact the Greens.  The Board should send a letter to the Board in Dorchester, advising them of Lyme’s authority in the process.
8)      The highway department’s new hire, a part time temporary worker, will be paid a starting wage of $10.53/hr.
9)      The selectmen voted to go into NPS under RSA 91-A:3 II (c).
10)     The selectmen returned to public session having voted to exempt the NPS minutes from public inspection.
11)     The meeting was adjourned at 9:03 am.
