TOWN OF LYME
BOARD OF SELECTMEN
July 6, 2005
MINUTES

Attending:  Selectmen Dick Jones, Pete Bleyler and Judy Brotman; Administrative Assistant Carole Bont, Bookkeeper/Secretary Dina Cutting, Lundy Mather and Bill Lewis.

The meeting opened at 8:00 am.  

Administrative Matters:

1.      The Minutes of June 29, 2005 were approved as corrected.
2.      The Manifest was approved.
3.      The Selectmen discussed the damage to Post Pond beach and ball field by a vehicle.  The pond lawn and playfields were torn up, the safety backstop and benches were destroyed and gates were damaged.  The Lyme Police Department has been notified of the damage and they are following up with an investigation.  The Town has notified our insurance company of the damage to Town property.
4.      The Administrative Assistant PD (position description) was reviewed and approved.
5.      The Selectmen discussed the Town Investment Policy.   Carole contacted Luane to have her input on this item.
6.      The Selectmen approved an independent audit in August or September before the official change of Treasurer from Luane to the new appointee.
7.      The Selectmen approved the Property Tax Exemption list by unanimous vote.  It is the same as last year, with the exception of the sale of the Appalachian Trail land, which is no longer on the list.  The detailed list of tax map/lot is attached to the official copy of the minutes.
8.      The Selectmen discussed the Highway Salt Shed project.  The Board approved hiring CCI to oversee the project.  Some funds may be available from the part-time highway worker position which has not been filled.
9.      Pete updated the Selectmen on the June 26 Transfer Station arrest.   Members of the Transfer Station committee do not want to see this individual serve jail time, receive a huge fine or penalty, nor have his future career negatively impacted by this situation.  On July 3, another Lyme resident dumped his trash in the back of the packer truck and “recycled” his Lyme trash bags.  This has been reported to the Police who are following up.
Action Items:
10.     The Selectmen approved the request from Jane and George Palmer to have a private party at Post Pond at July 23rd.  Any additional lifeguard costs will be covered by the hosting party.   The Chairman of the Recreation Commission has reviewed the request and has asked that the Selectmen approve the request.  Dina Cutting, as beach supervisor, has also approved the request.  
11.     The Selectmen met with Lindy Mather to discuss the sale of the Town’s lot (formerly the Poland property) to her to be merged with (becomes part and parcel of) their existing lot, with the stipulation that the existing structure be removed.  Lindy considered the costs of removing the structure, and offered the Town $500 for the lot.  The Town will pay the legal expense of getting a deed drawn up.  Dick Jones moved to accept the offer for the  Theodore Poland Property on110 Pinnacle Road, Tax map 407/lot121 with the condition that the existing structure be removed within 12 months of the sale and that a formal merger of the two lots occur within 12 months of the sale.  Pete Bleyler seconded the motion. The Selectmen voted unanimously vote to approve the sale.
12.     Luane Cole advised Pete Bleyler by phone that Bill Lewis may be interested in the Town Treasurer position.  Luane felt that either Bill or Andrea Colgan would be fine.  The Selectmen will interview each of the candidates before making a final decision.  The Board hopes to meet with Andrea on Friday, July 22nd.  
13.     The Selectmen met with Mr. Bill Lewis to discuss the Treasurer’s position.  Bill has been a Lyme resident for 1 year.  Has been the treasurer for Congregational Church.  He has a business school degree and a finance background.  He is interested in seeing if he can help the town make sound financial decisions.
