TOWN OF LYME
BOARD OF SELECTMEN
June 1, 2005
 MINUTES


Attending:  Selectmen Dick Jones, Pete Bleyler and Judy Brotman; Administrative Assistant Carole Bont,                                                         

The meeting opened at 8:00 am.  

Administrative Matters.

1.      The Minutes of May 25, 2005 were approved as corrected.
2.      The Manifest was approved.
3.      The draft letter to the Lyme Country Store and Nichols Hardware concerning the sale of the new PAYT bags was approved, signed and sent.
4.      The Safety Committee has met.
5.      The Selectmen advised that all costs related to the Fire Station oil spill be allocated to the insurance deductible line item in the budget, including the new typewriter and the moving bill.  This will mean that the line item account will be over budget at the end of the year.
6.      The Selectmen recognize that this is National Police Week, but will not be doing anything special in recognition of the designated week.  
Action Items:
7.      The Selectmen approved the proposed change to the Academy Building Policy.
8.      The Selectmen reviewed suggestions for the position of Town Treasurer.  Luane is working on a job responsibilities description, which will be available shortly.  Individuals will be contacted to ask about their interest in the position.  Further discussion will be held next week.
9.       The Selectmen will review the Town’s Street Light Conversion process next week, deciding on the type of fixtures and the type of light to be used.  Costs of each alternative will be reviewed and weighed.
10.     The Selectmen approved the Yield Tax for Arthur Stout, Map 409/ Lot 45, of $9,615.49.
11.     The request by the Boy Scouts to camp at the Lyme Town Forrest from June 3-6 was approved.
12.     The request by the Lyme Town Band for use of the Common for June 21, July 19, and August 2 was approved.
13.     Tina Wilcox has submitted a written request for reimbursement for repair of Randy Wilcox’s truck, which she claims are due to the poor condition of Dorchester Road.  The Selectmen voted unanimously to deny reimbursement for the repairs, reaffirming their earlier decision on the same request.  (The Budget line item known as “Emergency Repair” is for repair of town vehicles.)
Old Business:
14.     The Safety Committee Report – as mentioned above, the meeting has been held, and we are now awaiting their completion of the safety report.
15.     Young’s land transfer (also see above) – Town Counsel says we need estimate of survey cost before we proceed further.
16.     F-450 claim – The Selectmen will release the present attorney from taking further action on the Town’s behalf, and consider our next course of action.
17.     The Academy Building policy has been approved.
18.     The Procurement Policy / guidelines – department suggestions have been made.  The Selectmen decided not to forward the policy to the Town’s attorney for review, instead the Selectmen declined to approve the policy at this time.   The Selectmen will forward a letter to department heads thanking them for their review and comments, and reminding them that the purchase of any item funded by capital reserve or trust funds and any item requiring a contract will need to be approved by the Selectmen.
19.     The Selectmen reviewed and discussed the Capital Reserve Funds & Costs for Vehicle and Heavy Equipment spread sheet that Dick presented, showing cash flow projections for the 15 years in 2004 dollars.  The Selectmen will be reviewing an hourly fee or purchase option for the mini-excavator used by the Sexton in the future.  
20.     The question of “Carry Over” ability for our secondary highway block grant monies was discussed.  The Highway Block Grant – the Town’s share of the state gas tax - is based on town highway miles.  Lyme gets approximately $80,000 year for highway improvements (a major road project).  The Road Agent wants to do Goose Pond Road – grind, add underdrains, and pave.  The question is, can we carry over the funds from one year to another, for a specific road upgrade project that requires extra funds.  Carole checked w/Municipal Highways Dept Transportation (Sherry Brooks) who advised us that we can carry the funds over for road projects on Class IV and V roads.
21.     When will garage be taken down?  Can Carole call to check with the individual who has purchased the garage?   
22.     Dina will work with highway garage to deliver “dirt” and rough dump it around the edge of the Pond parking lot.  The Selectmen approved the use of highway crew and equipment for this project.
