BOARD OF SELECTMEN
April 27, 2005
   MINUTES

Attending:  Selectmen Dick Jones, Pete Bleyler and Judy Brotman; Carole Bont, Dina Cutting, Bill LaBombard, Steve Maddock, Simon Carr, Police Chief Pauline Field, and Ray Burton.

The meeting opened at 8:00 am.  

1.      The Selectmen voted to exempt the Transfer Station pole barn and fencing from local land use regulations.  The proposed pole barn is to be 96’ x 50’ and the fence is proposed to be 111’6” x 96’.  The fence will be installed first.  The Selectmen approved the expenditure by the Transfer Station Committee of up to $15,000 for the fencing.  The location of the fence to be placed with the approval of the garage committee with respect to providing sufficient distance from the garage roof and the pellet storage silo and the fence to allow for snow removal.
2.      The Selectmen approved the purchase of “Transfer Station Fee Payment” punch cards at a cost of $300 for 5,000 cards.  
3.      The Transfer Station Committee will be at the Transfer Station two Sundays preceding the beginning of the bag and card system – which the Committee is proposing to start on June 26th.
4.      The Selectmen approved an increase in the hauling costs for glass from $125 to $175.  However, the container is now a larger container, which will require fewer pulls.
5.      The Transfer Station Committee is pursuing the purchase of a compactor.  This will be a future addition to the Transfer Station – probably within the next two years.
6.      Ray Burton, the County’s Executive Counselor, appeared before the Selectmen to give an update of the Grafton County programs and to hear the concerns of the Selectmen.  
7.      Bill LaBombard appeared before the Selectmen to ask the status of his new mower.  Pete Bleyler reported that the Cemetery Commissioners are okay with using Perpetual Care funds for a new mower.
8.      Bill LaBombard also reported on the new truck options.  Fred would like to purchase the Fairfield body w/hydraulics, etc. and the Yankee cab and chassis and a Housitonic plow, for a total expenditure of $74,185.  This amount exceed the $65,000 authorized to come from the Capital Reserve Account at Town Meeting, however at least an additional $7,797 is available in the highway department budget from the benefits not being expended due to the resignation of Steve Williams.  (Steve had a family benefit plan, and the new worker has only a single benefit plan.)  The Selectmen  voted to purchase the Yankee GMC 5500 for $39,121, the Fairfield equipment for $30,764;  and L&B Truck Center plow for $4,300.
9.      The Selectmen voted to approve the restoration of the ball field/pond recreation area parking lot by Russell Stearns using the highway equipment.
10.     The Selectmen approved Bill LaBombard’s request to have Wayne Bates work out his part-time hours at the highway garage when the weather prevents him from work at the cemetery.
11.     Chief Field and the Selectmen have authorized the clean-up of the fire station / police office.  Work is scheduled to begin mid-morning today.
12.     The Selectmen approved the April 20th public session minutes as corrected.  The Selectmen approved the April 20th non-public session minutes as submitted.
13.     The Selectmen signed the Lyme-Orford perambulation report.  A copy of the report will be forwarded to the Orford Selectboard.
14.      The Selectmen revisited a request to have dirt, stones and other winter debris deposited on the front yard of a property by winter plowing cleaned up by the highway department.   The Selectmen believe there is no basis for changing the original decision that this deposition is not greater than normal and is the responsibility of the homeowner.
15.     The Selectmen voted to go forward with the acquisition of a DSL line for the Town offices and the Town Clerk’s offices.  Dina will follow-up with Eric, of the Vital Records department, to see if he may be able to help offset some of the cost of installation.
16.     The Selectmen approved a letter to the Bargain Barn advising them that they will need to comply with the new Transfer Station requirements of only accepting items in approved Town of Lyme trash bags.  The Selectmen suggest that the Bargain Barn request donations be made with or in an approved bag – thus eliminating the extra cost of the bags for disposal.
17.     The Selectmen began work on a procurement policy, agreeing on a 3 tier level of purchases.  A draft will be reviewed next week.
18.     The Selectmen voted by roll call vote to go into non-public session under RSA91-A:3 II (c) [matters affecting a person’s reputation].  
19.     The Selectmen returned to public session at 10:30 am, having approved a tax exemption for next tax year (2006).  The Selectmen also voted by roll call vote to exempt the non-public session minutes from public inspection.
20.     The Selectmen approved two current use applications:  Susan and Gregory Hanlon, Map 405, Lot 29, 639 River Road; and Geoffrey Vitt, Trustee, Map 410, Lot 20, 111 Bear Hill Lane.
21.     The Selectmen approved Lyme Common Parking Permits for Full Circle Concert on 5/21 at 7:30 pm; and Cross Roads Academy on 5/26 at 6:30 pm and 6/14 at 12:30 pm.
22.     The meeting adjourned at 10:40 am… for a birthday celebration ->Happy Birthday Carole!
