Draft:  November 24, 2004
Approved:  December 1, 2004

TOWN OF LYME
BOARD OF SELECTMEN
November 24, 2004
MINUTES

Attending:  Selectmen Dick Jones, Pete Bleyler and Judy Brotman; Administrative Assistant Carole Bont;  Tax Collector Joanne Coburn; Library Trustees Judy Thrasher, Ann Hartman, Jane Fant; Bob White, Judy Russell; Librarian Betsy Eaton; Highway Agent Fred Stearns, Highway staff Russell Stearns, Mark Hewes; Sexton Bill Labombard; Police Chief Pauline Field; Town Clerk Patty Jenks, Deputy Town Clerk Sharon Greatorex; Bookkeeper Dina Cutting; Planning & Zoning Administrator, Vickie Davis; Selectmen’s Clerk Elise Garrity.

The Meeting opened at 8:0 0 am.

1.      The Selectmen approved the November 17th minutes.
2.      The Selectmen reappointed the existing Communication Committee for another year, and authorized the committee to revise their charge as appropriate.
3.      Dick Jones updated the Board on the Recreation Commission meeting.  The Recreation Commission formally endorsed the skating rink and lights being proposed for the parking area at the Chase Beach recreation area.  Dick Jones moved to accept the gift of lighting for the skating area pursuant to RSA 31:19.  Pete Bleyler seconded the motion.  Motion carried unanimously.
4.      The Selectmen discussed the Tax Warrant situation.  Presently we are anticipating the tax bills will be sent out on December 1st, with a due date of January 3rd.
5.      The Selectmen attended to other Administrative Matters.
6.      The Selectmen welcomed a number of town employees, Library Trustees, and other interested members of the public for a discussion of the upcoming Budget Committee meetings.  The Selectmen briefly reviewed the Selectmen’s submitted budget and notified those attending that some of the budget committee members were looking for a 5% reduction from last year.  The Selectmen urged interested individuals to attend the upcoming meetings and hearings of the Budget Committee to provide public comment on the proposed budget as it is reviewed by the Budget Committee. At Town Meeting, the Legislative Body can only add an increase of up to 10% of the proposed  Budget Committee’s budget, so the Budget Committee’s finalizing process is very important .
The meeting was adjourned at 9:55 am.
Respectfully submitted,

Judith Lee Shelnutt Brotman
