BOARD OF SELECTMEN
November 17, 2004
MINUTES


Attending:  Selectmen Dick Jones, and Judy Brotman; Administrative Assistant, Carole Bont;  Tax Collector, Joanne Coburn; Library Trustees, Tish Smith, Judy Thrasher, Ann Hartman and Librarian Betsy Eaton.

The Meeting opened at 8:0 0 am.

1.      The Selectmen attended to Administrative Matters.
2.      The Selectmen approved a proposal to turn off a number of street lights as a cost and energy savings measure.
3.      The Selectmen will make every effort to keep the Orford Selectmen apprised of timber cuts using access through Orford.
4.      The Minutes of November 10th and 15th were approved as corrected.
5.       The Selectmen approved sending our “illegal dumping” letter to the most recent offender who was dumping at the transfer station when it was closed.
6.      The Selectmen signed the Emergency Management Plan.
7.      The Selectmen met with Joanne Coburn to review the logistics of collecting the taxes this year, since the tax bills have been delayed.  We still do not know when the bills will be sent and when they will be due.
8.      The F-450 appeal will be sent to the regional Ford center on the advice of the attorney hired to review the matter.
9.      The Selectmen met with the Library Trustees to discuss Library/Town Offices issues.  The Selectmen advised the Trustees that the Selectmen were proposing establishing a new fund for maintenance of all town buildings.  The proposed Library wage increases were implemented in the Selectmen’s budget, but the increased hours were not accepted.  The Trustees would like to have the parking lot striped – the Town does not have the capability to do this, but will try to get it done in conjunction with another such project – perhaps at the school.  Security for the Library and Town employees was discussed and will be researched.  Next years meet will be scheduled for September (before the Budget process has formally begun).  All agreed that the liaison concept has been working well.
10.     Bob Anderson of the DRA met with the Selectmen to review the tax rate for this year.  The Selectmen approved an overlay to provide for the anticipated tax abatements this year due to the new assessments.  The Selectmen approved allocating money from the fund balance to help reduce taxes.  The Selectmen should receive the final tax rate by Tuesday of next week.
11.     Ben Kilham met with the Selectmen to discuss the issue of the placement of the “For Sale” sign at his property at the head of the Common.
The meeting was adjourned at 10:50 am.
