BOARD OF SELECTMEN
November 3, 2004
MINUTES


Attending:  Selectmen Dick Jones, Pete Bleyler, and Judy Brotman.  Staff: Elise Garrity, Clerk.  Public:  Jean Smith and Jennifer Cook, Cemetery Commission; Gerry Clancy, Principal; Nancy Grandine, Overseer of Welfare.


The Meeting opened at 8:00 am.

1.      Jean Smith and Jennifer Cook appeared before the Selectmen to complain about the Cemetery trees being cut without their knowledge or permission. Dick Jones explained that he had been asked to okay the cutting of a number of trees on the southeast side of the garage to enable grading behind the garage and he had approved the cutting.  The Selectmen apologize for this.  Jean Smith said that she will be asking for 4-6 new trees in this year’s budget.
2.      The Minutes of the public session of October 27, 2004 were approved as corrected.  The Minutes of the non-public session of October 27,  2004 were approved as corrected.
3.      The Selectmen will make a decision about the F-450 after an update from Carole Bont, who has been following the details of the pursuit of a warranty claim.
4.      The Selectmen voted to approve the Communications Study Committee Report.
5.      The next regularly scheduled Selectmen’s meeting will be devoted to budget preparation, and will be held at the Academy Building.
6.      The Selectmen reviewed and approved the manifest.
7.      Pete Bleyler and Dick Jones confirmed their approval of Joanne Coburn as “Alternate Deputy Town Clerk” and William Cranston as “Alternate Supervisor of the Checklist” on Monday, November 1, 2004.
8.      The request of Crossroads Academy for parking on the common for their Holiday Concert on December 21, 2004 from 6pm-8:30pm was approved.
9.      The Selectmen discussed the possibility of changing the status of several roads in town that are serving solely as driveways.  At this time the Selectmen are not proposing any action on this matter.


10.     Gerry Clancy appeared before the Selectmen to discuss a possible municipal exemption to place an approximate 10’ x 12’ shed, which will be used to house the school’s snow-blower, in the property line setback.  The Selectmen will visit the school site after the meeting with Gerry to look at the options.  
11.     The Selectmen also asked if Gerry felt the school board would approve the Town (both Selectmen’s office and Clerk’s office) being able to tie into the T-1 line that the school has.  The Library also has use of this line, so that it is physically located in the same building as the Town offices.  Gerry felt that this would not be a problem, and said that the Town should go ahead and look into the cost and details of making it work.  
12.     Nancy Grandine appeared before the Selectmen to discuss welfare guidelines.  She will develop a proposal for the Selectmen’s review and adoption.
The meeting adjourned at 9:40am..
