BOARD OF SELECTMEN
October 27, 2004
MINUTES


Attending:  Selectmen Dick Jones, Pete Bleyler, and Judy Brotman.  Staff: Carole Bont; Pauline Field, Police Chief; Chris Schonenberger and Sally Ramsden, Lyme Center Academy Building Committee; Patty Jenks, Town Clerk.

The Meeting opened at 8:0 0 am.

1.      Chris Schonenberger and Sally Ramsden appeared before the Selectmen to ask if the Historians could sponsor a NH “Quilt Day” at the Academy Building.  The Selectmen said that if the event meets the criteria, then it should be approved.
2.       Chris and Sally and the Selectmen reviewed the draft policy for use of the Lyme Center Academy Building.  Dick Jones will be the Selectmen’s representative for the remainder of this term.  Any Town sponsored event needs to be open to the public.  A Free Will donation is permissible.  There is an 8 week limit on regular (continuous) use, which may be renewed.  All Town Committees and Boards may hold regular meetings at the Academy Building.  Pete Bleyler moved to approve the revised Lyme Center Academy Building use policy.  Judy Brotman seconded the motion.  The motion carried unanimously.
3.      At 8:25 am the Selectmen moved, by unanimous roll call vote, to go into Non-Pubic Session under RSA 91-A:3 II (a) and (c).   
4.      At 9:25 the Selectmen returned to public session.  
5.      In Non-Public Session the Selectmen voted unanimously by roll call vote to DENY a grievance.  The Selectmen further voted unanimously by roll call vote to exempt the minutes of the Non-Public Session from public disclosure.
6.      The minutes of October 20 were approved as amended.
7.      Dick updated the Selectmen on the Recreation Commission’s meeting.
8.      The Selectmen discussed re-instituting regular monthly meetings with Department Heads.  No meetings will be scheduled at this time due to budget preparation time constraints.  This idea will be discussed as a part of the budget preparation meetings with departments.
9.      The Selectmen will discuss the Communications Study Committee’s final report at next week’s meeting.
10.     The Selectmen will discuss the F-450 Warranty Claim next week.
11.     The Selectmen approved the letter of commitment for Lyme to participate in two Upper Valley Lake Sunapee Regional Planning Commission’s Hazardous Waste Recycling days, (June 11 and September 10).
12.     The Forestry workshop being conducted by Ben Hudson is scheduled for Saturday November 6th.  Vickie Davis will track the interested parties.  There is a limit of 12 people for the event.
13.     The Selectmen approved Jean Smith as “alternate deputy town clerk” for October 25th through November 2nd.
14.     The Selectmen approved the request for FEMA flood map updating.
15.     The Selectmen approved the use of the Common for Parking for a Church event on October 30th from 2pm-4pml.
16.     The Selectmen approved the Intent to Cut for Luane Cole, Map 408, lot 61.2.
17.     The Selectmen approved the MS-1.
18.     The Manifest was approved.
19.     The Selectmen will be setting up the multi-purpose room on Monday, November 1 at 5:00 pm.  The booths will be pushed back another 4-5 ft. to allow sufficient room so that there is a clear line of sight for the ballot clerks.  The ballot clerk table and the supervisors of the checklist tables will be rearranged at their request.  Patty and Jerry Clancy (Principal) and Bill Waste (Town Moderator) will discuss how the school students can participate in the election.  Police will be on duty through out the day in town and at the polling place.
20.     Selectmen duty hours for Tuesday November 2nd:  Pete Bleyler 7am-9am and 1pm-3pm; Dick Jones 9am-11am and 3pm-5pm; Judy Brotman 11am-1pm and 5pm-7pm.
The meeting adjourned at 10:25 am.
