October 20, 2004
MINUTES


Attending:  Selectmen Dick Jones,  Pete Bleyler, and Judy Brotman.  Staff: Carole Bont, Dina Cutting, Elise Garrity.  Public:  Jean Smith, Fred Stearns, Bill LaBombard.

The Meeting opened at 8:0 0 am.

1.      Jean Smith, Fred Stearns & Bill LaBombard appeared before the selectmen to discuss the relocation of the snowmobile trail across highway facility lot.  The snowmobile association will be asked to review their options, check with the Police Chief about the safety of the proposed route and road crossing, and report back to the Selectmen.  The Selectmen, the Road Agent (Fred) and representatives of the Cemetery Commission (Jean) will be asked to review and approve the route before it is approved by the Selectmen.
2.      The Transfer Station Committee is looking at options at the Highway Facility site for a permanent Transfer Station.  Many items remain to be resolved in the coming months.
3.      The Selectmen’s office is reviewing street lighting throughout the Town, with a goal of turning off some of the lights to save both the night sky vista and to save the cost of operating the lights.  Police Chief Pauline Field will be consulted before any lights are turned off to ensure that the reduced lighting does not compromise street safety.
4.      The Minutes of October 13th were approved as corrected.  The Non-Public Minutes of October 13th meeting were approved as corrected.  
5.      Dina appeared before the Selectmen to explain that the NH Retirement System now allows additional, voluntary contributions by eligible employees to the Retirement fund.  This can be done in two ways – one by automatic payroll deductions, the other by the individuals themselves on state provided forms.  The Selectmen discussed the extra hours required of the bookkeeper if the town agrees to the automatic payroll deduction.  Given these concerns, Dick Jones moved that the Town not process automatic payroll deductions for the voluntary contributions to the NH Retirement System.  Pete Bleyler seconded the motion.  The motion carried unanimously.
6.      The Selectmen discussed reinstituting monthly meetings with department heads, and quarterly meetings with Town committees.  The discussion on setting up these meetings will continue next week.
7.      The Selectmen will submit a congratulatory note to Elise’s USNR retirement event.
8.      The Selectmen finalized the Lyme Center Academy Building Management and Use Policy final draft.  The draft will be given to the Lyme Center Academy Building Committee to review and comment upon this week.  The Selectmen will take final action on the draft at next week’s meeting.
9.      The Social Security Cost of Living Adjustment will be 2.7% next year.
10.     The Selectmen will investigate the feasibility of getting the Park & Ride lot “striped” – thus providing at least one extra parking space there.  Possible solutions are combining with the School, Library and other local property/business owners to hire a company to come in and stripe all the lots at one time.
11.     The Selectmen unanimously approved the Baptist Church’s request to continue using the Academy Building for weekly services while their church building is undergoing repairs.
12.     The Selectmen asked the office to further investigate the Intent to Cut request by Luane Cole.  It may be that this proposed cut will adversely affect a significant deer yard, and be in an area which was cut only a few years ago.
13.     In the Zoning Administrator’s absence, the Selectmen approved the septic system replacement for Robert Sanborn, Map 409/L35, building permit #04-100.
14.     The Manifest was approved.
15.     The Selectmen responded to a complaint that a real estate sign was placed on the  Town Common.  The Selectmen approved relocation of the sign to within 2 ft. of the property line between the Town and the private property.  
The selectmen recessed the meeting at 9:50 am to 10:30am at Genesis Elder Care in Lebanon, for presentation to Mrs. Waterbury of the Boston Post Cane.
The meeting adjourned at 10:40 am..
