BOARD OF SELECTMEN
August 11, 2004
MINUTES

Attending:  Selectmen Dick Jones,  Pete Bleyler, Judy Brotman, Staff Dina Cutting, Elise Garrity.  

The meeting opened at 8:00 am

1.      The Minutes of August 4th were approved as corrected.
2.      The Non-Public Session Minutes of August 4th were approved as corrected.
3.      The Selectmen asked Dina to draft a letter to Northeast Waste to advise them of the Board’s decision to terminate our agreement with them for Recycling and Waste pick-up.  Dick Jones, Chairman of the Board of Selectmen was authorized to sign the letter.
4.      The Independence Day Committee reported on this year’s event.  The Committee asked that the issue of responsibility for the boat landing closure be clearly delegated before next year’s celebration.  The Committee also mentioned that the length of the parade should be discussed next year (people would like it  to be longer – 2 x around the Common).
5.      Sunday (8/15/04) is the last day that the Town’s Beach will be open.  The beach will be “packed up” on Sunday if the weather accommodates.  The Rec Commission members will be asked to help with the closure chores.  The porta potty and trash container will be picked up after Labor Day.
6.      The Selectmen voted to grant permission to the Baptist Church to use the Academy Building for Church Services for 8 weeks, while the church foundation is being repaired.
7.      The Transfer Station rules were reviewed with respect to “solicitation” at the area.  Handheld signs only are allowed, no tables, chairs, or vehicles are allowed.  People distributing literature or holding signs (political or otherwise) are only allowed at the entrance area on the south side of the gate.  Vehicles should be parked outside the Transfer Station, along the road, but not blocking the traveled way.
8.      An instance has occurred where a local business was using the recycling before the Transfer Station was officially open.  State requirements specify that public use of the area can only occur when it is manned by a licensed attendant.  As this was a first time offence, the Board of Selectmen directed Dina to send a standard letter to the offender outlining the proper use of the Transfer Station.
9.      The Board of Selectmen voted unanimously to approve the donation of the “old” fire truck to Ecuador – at no cost to the Town.  The Fire Department will make all the necessary arrangements to have the truck “delivered”.
10.     The Fire Department has applied for another Homeland Security Grant.  The policy for grants requires the Board of Selectmen to kapprove the grant application before it is sent in.  This particular grant will require a 10% matching fund.  At the Selectmen’s request, a copy of the Grant Procedure Policy will be forwarded to the Fire Department, care of Chief Hinsley.
11.     The Town’s web site is slowly getting more use.  In addition to the approved committee minutes, the site should be used to update citizens on current happenings. The Board directed Elise to email the Committee and Board chairs to remind them that the approved minutes should be forwarded on to Elise via email, and to suggest that they consider additional updates about their committee’s or board’s activities.  
12.     The Board approved the property tax exemption for the current year for the Appalachian Trail Conference for property at Map  419, Lot 7.
13.     The Conservation Commission has asked that the Selectmen take over the active role in the Loch Lyme Lodge suit, and the Selectmen agreed.
