TOWN OF LYME
SELECTMEN’S MEETING
MARCH 31, 2004
MINUTES

Present:  Pete Bleyler, Dick Jones, Judy Brotman, Dina Cutting, Vicki Davis

The regularly scheduled meeting of the Selectmen was opened at 8:00 am with Chairman Jones presiding.

Old Business:

1.      The Minutes of March 24, 2004 were approved.
2.      The Fire Station Air Quality improvements are scheduled to begin on Monday.
3.      The Conservation Commission will be meeting on Monday, and will review Town Counsel’s comments on the proposed easement for the Shelby lot addition to the Trout Pond Forest and the easement for the gift of 12.82 acres to be added to the Big Rock Nature Area.
4.      The Conservation Commission will also be asked to advise on discontinuing the Trout Pond Management Committee subcommittee.
5.      The Selectmen continued the discussion of the Town’s Web Page set-up.  An appointment will be scheduled with the Virtual Town Hall people to interview them as a possible vendor for this project.
6.      Notices have been sent by the Tax Collector advising 3 property owners of their status relative to the Town’s Tax Deed Taking process.  Two of the properties have until May 1, 2004 to pay back taxes before losing the property to the Town.  One property has been granted an extension, to July 1, 2004, to pay back taxes before losing the property to the Town.

New Business:
7.      The Manifest was approved.
8.      The Lyme Town Band’s request for use of the Common for their concerts was approved for June 22, June 29, July 13, July 27 and August 17.
9.      The request of the Lyme Energy Committee to place a “thermometer” on the Common was approved.  It should be place in the vicinity of where the approved banners are displayed.
10.     Veteran’s tax credits were approved for P. Bleyler, K. Furstenberg, and D. Levintow.
11.     The use of the Academy Building for Tai Chi classes (through the Lyme Recreation Committee) was approved for Wednesday, April – June.
12.     The Selectmen would like to request that the Academy Building Committee review the Academy Building Policy for events and make suggestions to the Selectmen for revisions to the Policy.  In particular, the Selectmen have been asked to consider whether it might be appropriate for private functions to be asked to contribute to the cost of upkeep and maintenance by requiring a minimal use fee, such as $50, to help defray the ongoing costs of set-up, cleaning, extra utilities, etc.
13.     The NH DOT questionnaire was approved.
14.     The PSNH scenic roads letter was approved.  Chairman Jones was authorized to sign on behalf of the Board.
15.     Dick Jones moved to appoint Chelsea Little  to the History Committee as a student representative.  Pete Bleyler seconded the motion.  The motion carried unanimously.
16.     The Thetford Academy’s “Operation Days Work” was approved to set up a display and collection area at the Transfer Station for Sunday, April 4.
17.     The Selectmen approved two Household Hazardous Waste collection days, June 12 in Hartford and September 11 in Lebanon.
18.     Vicki Davis appeared before the Selectmen to update them on two zoning enforcement situations.
19.     Due to extenuating circumstances, the Selectmen granted an extension, for the payment of the estate taxes, to June 30, 2004, to Martha Smith.
20.     The Selectmen reviewed their policy on Timber Tax verification, and reiterated that the actual mill slips are used to establish the tax due.

The meeting was adjourned at 9:15 am.
