Minutes 10 March 2004

The Lyme Board of Selectmen convened its regular meeting at 9:00 AM. Dick Jones, Allan Newton, Pete Bleyler, and Dina Cutting (Bookkeeper/secretary) attended the entire meeting.  Earl Strout attended parts of the meeting.

The minutes of 3 March were approved as submitted.

The Board forwarded Boy Scout Troop 273's letter concerning the campsite in the Town Forest to the Conservation Commission for action.

The Board reviewed Jean Smith's letter regarding illegal snowmobile activity in Highland Cemetery.  The Board believes the Cemetery Committee is taking appropriate action.

The Board reviewed the actions at Town Meeting, and Earl Strout came in to discuss the vote to deny the expenditure of $4,500 to increase the number of parking spaces near the Library/Town Office.  The Board is asking the Parking Study Committee to reconvene to review its recommendations in light of the action at Town Meeting, and to invite the Library's neighbors to attend that meeting and discuss the parking space issues.  Pete will draft a letter to be sent to the business community in connection with parking in the Lyme Common area.

The Board approved a request for tax abatement of property taxes in the amount of approximately $7,200 for Richard Vidal, and to waive all fees and interest charges.

The Board approved, subject to assurances that liability coverage will be in effect, Cathy Larson's request to hold tai chai classes in the Academy Building over several weeks starting in April.  The approval form will remind Cathy that there is no parking on the Academy lawn when weight limit restrictions are in effect during Mud Season.

The Board/Board Chairman signed the USDA Rural Development Bond Application and related forms.

The Board signed the contract with Chief of Police Field, which now requires her signature.

The Board thanked Allan Newton for his service and contributions to the Board and the Town of Lyme during his tenure as a member of the Board.

The meeting adjourned at 10:05 A.M.
