Minutes 11 February 2004

The Lyme Board of Selectmen convened its regular meeting at 9:00 AM. Dick Jones, Pete Bleyler, and Dina Cutting (Bookkeeper/secretary) attended the entire meeting.  Wally Ragan (Management, Emergency Response), Pauline Field (Police Chief), Vickie Davis (Planning and Zoning Administrator), and David Roby attended parts of the meeting.

The minutes of 4 February 2004 were approved as submitted.

Wally Ragan came in to discuss the New Hampshire Homeland One Satellite Training Program for Police, Fire, and EMS.  Wally will be the coordinator for the program which will have no cost to the Town for the initial year.  In a related but separate matter, the Board signed the 2003 Homeland Security Grant Program Certification.

Pauline Field, Lyme's Chief of Police, came in to participate in the Homeland One Training program discussion, and to report that no progress has been made on improving the air quality in the police station.

David Roby came in to discuss various zoning and building issues in connection with Arthur Stout's property on Dorchester and Baker Hill roads.

The Board recommended approval of warrant articles 8 through 16 for the Town Meeting in March.

Other issues discussed and/or action taken:

Alan Greatorex was appointed to the ZBA (Zoning Board of Appeals) for a term to expire in March, 2005.
George Hartmann was appointed to the ZBA for a term to expire in March, 2007.
Approved land use change taxes for Meg and Steven Maker (Map 401, lot 1.2) in the amount of $863.00 and for Daniel and Mildred Bailey (Map 401, lot 1.1) in the amount of $87.25.
Accepted the monitoring report on Trout Pond by the Upper Valley Land Trust.
Granted elderly exemptions for Jean and Harold Bomhower (Map 410, lot 39) and Betty Pike (Map 409, lot 12.2).
Agreed to waive interest and penalties on Peter Tausanovitch's properties (Map 415, lot 9 and Map 405, lot 30.2000) if the property taxes are paid by July 1, 2004.
Agreed to have a non-public session on February 25 to review the performance of Chief of Police Pauline Field and to review her contract.
