Board of Selectmen
Minutes 12 November 2003
1.      The Lyme Board of Selectmen convened its regular meeting at 9:00 AM.  Allan Newton and Dick Jones attended the entire meeting.  Wally Ragen (Emergency Management Director), Dina Cutting (Selectmen’s Bookkeeper/Secretary) and Ben Kilham attended parts of the meeting.
2.      Wally and Dina came in to review the status of grant applications submitted by the various departments.  Of the 14 applications to date: half have been approved, one disapproved, one informally disapproved and the remaining five are pending.  Final installation of the school’s emergency generator awaits receipt of a part.  The discussion noted a need to formalize the review and coordination of grant applications, no additional funds are needed in the 2004 budget for matching funds (not already programmed) and follow up needs to be improved and better coordinated.
3.      The Board decided that all Town employees, including referees and pond program assistants must be paid through the town’s payroll system and have completed W-4s and I-9s on file in the Selectmen’s Office before they can be paid.
4.      The minutes of the November 5 public hearing were approved as submitted and the November 5 meeting with the correction of “Historical” to “History” Committee in paragraph 3.
5.      The Chair of the Conservation Commission’s request to have the Chaffee Wildlife Sanctuary registered with the FSA as a “farm and tract” (in order to make the property eligible to apply for grants) was approved.
6.      The Board worked on developing its 2004 budget recommendations.
7.      Ben Kilham came in to discuss issues related to a right-of-way across part of the Trolle subdivision which was not shown on the approved July 1972 subdivision plan.  The Board felt that this was a private matter (since it did not involve Tyler Hill Road) and advised Ben to seek private legal advice.
8.      The meeting adjourned at 11:55 AM.
