Minutes 13 August 2003
1.      The Lyme Board of Selectmen convened its regular meeting at 9:03 AM.  Allan Newton and Dick Jones attended the entire meeting.  Carole Bont (Administrative Assistant), Wally Ragan (Emergency Management Coordinator), Pauline Field (Police Chief), Dina Cutting (Selectmen’s Bookkeeper/Secretary) and Vickie Davis (Planning and Zoning Administrator) attended parts of the meeting.
2.      Wally came in to discuss a possible grant for storm damage as a result of the last few week’s heavy rains.  So far no known damage has occurred in Lyme that might qualify for grant support/reimbursement.
3.      The minutes of 6 August were approved as submitted.
4.      The following administrative matters were discussed and/or actions taken either before or after the non-public session:
a.      Blacktop’s estimate for constructing a curb cut and new sidewalk/crossing of Route 10 was reviewed and forwarded to the School and Library Trustees for appropriate action.
b.      Preliminary 2004 budget personnel issues were discussed to identify items to be analyzed for their costs in preparing the personnel budget spreadsheets.
c.      The Board decided that the part-time highway worker should remain a “probationary employee” under section 1.6 of the Town’s Personnel Policies until he either satisfactorily completed his three-month probationary period or obtained a CDL, which ever is longer.
d.      Dina came in to discuss several issues involving the Town’s insurance including: carrying replacement value coverage on the fire trucks, looking into the cost of covering the Edgell Covered Bridge and Post Pond docks and float, adjusting coverage to reflect only one full-time police officer as of 1 July, and coverage of a proposed hockey program by the Recreation Commission.  In addition NH retirement fund eligibility for one full-time employee was discussed.
e.      Vickie came in to discuss her vacation pay.  The Board decided to pay her for her normal workday of 81/2 hours per day during her vacation.
f.      The DRAFT charge and potential appointees for the Transfer Station Study Committee were discussed.
g.      Carole briefed the Board that NH DOT has determined that the mid-river abutment from the North Thetford bridge is now under the jurisdiction of NH Fish and Game.
h.      Dick described “logs” and “flags” placed by a landowner along the ditches on the Grafton Turnpike.  The Board concluded that these were in the Town’s highway right-of-way and the Road Agent was authorized to remove them during his routine road maintenance.
5.      Dick moved and Allan seconded a motion to go into non-public session under the provisions of RSA 91-A:3 II(b) to discuss the hiring of a new full-time police office with the Police Chief.  The motion carried unanimously by roll call vote and the Board went into non-public session at 10:28 AM.  At 10:55 AM the Board returned to public session.
6.      The meeting adjourned at 11:20 AM.
