Minutes 14 May 2003
1.      The Lyme Board of Selectmen convened its regular meeting at 9:00 AM.  Dick Jones, Allan Newton and Carole Bont (Administrative Assistant) attended the entire meeting.  Dina Cutting (bookkeeper/secretary) and Patty Jenks (Town Clerk) attended parts of the meeting.
2.      The 7 May minutes were approved as submitted.
3.      The following administrative issues were discussed and/or actions taken:
a.      The meeting scheduled for next week, 21 May, was cancelled.
b.      A yield tax of $2,099.91 for Walter and Carole Young was assessed.
c.      Extended hours until midnight were approved for the Hartford High prom on 17 May and Hanover High prom on 27 May at the Skiway were approved.  The need for Town review was discussed and a meeting with the Skiway and Police Chief to discuss ending Town review and/or policy will be scheduled.
d.      Use of the Common for the Full Circle concert on 6 June and Youth Band concert on 23 June were approved.
e.      A brief discussion on assessing issues involved with discretionary barn easements was conducted without reaching any conclusions.
f.      A brief discussion of issues to take up with the Library Trustees at the 20 May meeting identified replacing/repairing the exterior door to the Town Offices and installing a door between the Selectmen’s and Zoning Administrator’s offices as building issues.
g.      Several issues involving the transfer station were discussed with Dina and Patty.  Dina will work with Vickie on an article for the Church Newsletter and Patty on a handout for new Lyme residents.  In addition the Board agreed that no dumping would be permitted accept during the regular Sunday morning hours when the station is open and manned.
h.      The potential relocation of the end of the Class V part of Post Pond Lane was discussed with an emphasis on what legal requirements are necessary.
4.      The meeting adjourned at 9:47 AM.
