Board of Selectmen
Minutes 7 March 2003
1.      The Lyme Board of Selectmen reconvened at 9:40 AM.  Dick Jones, Allan Newton and Carole Bont (Administrative Assistant) attended the entire meeting.  Diana Calder (assessor) attended parts of the meeting.
2.      The minutes of 5 March were approved as submitted.
3.      The following administrative matters were discussed and/or actions taken:
a.      Use of the Common/Parking permission for the Full Circle concert on 23 March starting at 7:00 PM was approved subject to no parking on the route 10 side of the Common, no parking on the Common if the ground is not frozen and no blocking of traffic on “On the Common” roadway.
b.      Sherlie Dayton’s intent to cut on map 410 lots 64 and 65 was approved.
4.      Little Town Meeting and plans for Town Meeting were discussed.  Allan will address any questions on the lack of progress in awarding a contract/designing a new highway garage/public works facility and Dick will address the $3,100 unpaid bill.
5.      RSA 79-D on preservation of historic agricultural buildings and discretionary preservation easements was discussed with Diana.  At issue was how to process any applications received; how much (if any) easement reduction in the assessed value to award; how to determine the amount (if any); and how to process such a reduction (if granted) since the Towns assessing and tax software cannot process such an easement.  It was agreed that an application for an easement would have to be accompanied by a reassessment of the property (building(s) and associated land) as a historic structure in its current configuration and condition.  In addition Dick will work on developing a more detailed evaluation checklist from that provided as “attachment 2” to the NH Historic Agricultural Structures Advisory Committee’s 26 August 2002 guidelines taking into consideration local conditions.  Allan agreed to address the impacts of this legislation and costs of processing applications in the Article 26 discussion at Town Meeting.
6.      The meeting adjourned at 11:00 AM.
