Minutes 19 February 2003
1.      The Lyme Board of Selectmen convened its regular meeting at 9:10 AM.  Richard Jones, Allan Newton and Carole Bont (Administrative Assistant) attended the entire meeting.  Bill Waste (Moderator), Patty Jenks (Town Clerk), Dan Bailey, Dina Cutting (bookkeeper/secretary) and Lee Larson (Chair, Conservation Commission) attended parts of the meeting.
2.      The minutes of the 12 February regular meeting, non-public session and joint meeting with the Budget Committee were approved as submitted.
3.      Bill and Patty came in to discuss the arrangements and procedures for Little Town Meeting and Town Meeting.  The Warrant was reviewed and it was agreed to follow the same procedures as in prior years.
4.      Dan came in to discuss a hardship tax abatement.  After discussing the situation with him, Dick moved and Allan seconded a motion to abate all the 2002 taxes on the Morton B. Bailey Trust properties (including any interest, penalties and/or fees) and to abate $2,000 of the 2002 taxes on Dan and Mildred’s Preston Road residence and any interest, penalties and/or fees through 30 June 2003.  The motion carried unanimously.
5.      The following administrative matters were discussed and/or actions taken:
a.      The tax emption legislation concerning historic barns was discussed, and a series of questions for the Town Counsel concerning its implementation were developed.
b.      The increased terrorist readiness alert was discussed, and it was decided that no additional local actions were appropriate.
c.      Dina came in to discuss collection efforts involving two ambulance bills.
6.      Lee came in to discuss legal fees and procedures (primarily involving land purchases by the Conservation Commission).  It was agreed to continue the Town’s policy of permitting board and committee chairs to consult with the Town Consul, but the Board requested that Lee coordinate questions with Carole in an effort to limit legal fees.
7.      The meeting adjourned at 10:59 AM.
