CAPITAL IMPROVEMENTS PLAN COMMITTEE
MINUTES

Members Present:  Dick Jones, Dave Roby, John Stadler, Mike Smith and Judy Brotman.
1.  Dick Jones opened the meeting at 7:00 pm.

2.  The Minutes of August 12, 2008 were approved.

3.  Dick reviewed the Fire Department information.  The Committee discussed the benefits and drawbacks of a two-engine department vs. a three-engine department.  Presently the Fire Department is a four-vehicle department, have 3 fire engines and 1 multi-purpose rescue truck.  
        The committee recommends maintaining the department’s three-vehicle status.

4.  The Committee discussed the benefits and drawbacks of a mandatory trade-in or sale of the vehicle being replaced for each of the affected departments:  highway, police, fire/rescue.
        The committee recommends requiring the disposition (trade-in or sale) of the vehicle being replaced.

5.  The committee reviewed the projected rates of growth, as shown in the August 12th minutes.  
        The committee recommends updated quotes every year for each vehicle or piece of equipment on the replacement schedule.
        The committee recommends that a replacement schedule be established, but that the department head and the Board of Selectmen be permitted to alter the replacement date based on the condition of the vehicle or piece of equipment.

6.  This C.I.P. is a 6-year projection.  It is anticipated that the C.I.P. will be updated annually, making it a more useful planning/budgeting tool for the Budget Committee, the Board of Selectmen and the Department Heads.  
        The committee recommends closing out the old (no longer current) Capital Reserve Funds.

7.  The meeting adjourned at 7:50 pm.
