September 8, 2005

Item 1: Approval of Minutes:  Minor amendments were made to the minutes of the August 25, 2005 meeting.  Dave Swanz made a motion to approve the minutes as amended.  Jack Elliott seconded the motion, and unanimous agreement followed.

Item 2:  Crossroads Academy Request to Change Entrance:  Phil Harrison submitted a letter asking the Board if the construction entrance could be relocated to the proposed new entrance for the North Campus to separate school traffic from construction traffic and provide a more gradual grade to facilitate large trucks entering and departing the site.~ They are seeking approval to do this from NH DOT.~ If approved, the existing construction entrance would be closed.

The Board discussed if this proposal is feasible and if it would require a public hearing or not.  Victoria Davis reported that Scott Williams of CLD had stated this proposal should have further review to allow a change in entrance without the approved traffic improvements to Route 10.  She will forward his e-mail received today to the Board members.  Dan Brand questioned if the Board could request further review by Smart Mobility as suggested by Scott Williams.  He stated the residents at The Village are wondering what the status of State approval of the Route 10 improvements, and when they will occur.  Jack Elliott questioned why the plan should come back to the Board if DOT approves it.  Dick Jones responded that the plan was approved at a public hearing with the turning lanes, and if there was to be a change to that approval, it should come back for another hearing.  It was the feeling of the Board that the change in entrance should only be made when the Route 10 improvements are constructed as planned.  The Board determined that any proposal to move the entrance and use temporarily without the approved Route 10 improvements, a site plan review hearing would be required.

Item 3: Continued Site Plan Review and Conditional Use Approval Hearing for Beverly Strout; Map 201, Lot 83; Application #05-11; Possible conversion to retail at 4 Britton Lane:   Earl Strout had requested that his hearing be continued to September 22, 2005 to allow time to complete the survey work.  Dick Jones made a motion to continue the hearing to September 22, 2005.  Dave Swanz seconded the motion, and unanimous agreement followed.

Item 4: Site Plan Review Regulations Amendments Discussion:  Earl Strout had submitted a list of comments and suggestions for the site plan review regulations.  He briefly summarized his concerns and will return when there is a public hearing.  The Board assured him they would review his submittal during proposed amendment development.  Victoria Davis had provided a draft Site Plan Review Regulations with several changes dated July 28, 2005.  The Board began review of the draft making several changes.  They did not finish reviewing the entire document, so this will be completed on another night before a public hearing can be scheduled

Item 5:  Ridgeline and Hillside Conservation District:  Dan Brand submitted a draft zoning article from the Town of Norwich, Vermont for a Ridgeline Protection Overlay District.  The Board will discuss this on another evening.
