AD HOC Committee on Ridgeline District Definition – Minutes of 10/08/2004

Dave Swanz opened the meeting at 4:15 PM with Jack Elliott, and Dan Karnes (Committee members) present. No one else was present.

The task of the committee is to try to improve the definition of the Ridgeline District so as to make it more in line with the stated purpose of maintaining the scenic views of the Town while permitting landowner property rights; reduce ambiguity, and provide a tool for both applicants and administration of regulations.

Based on the discussions of the 9/27 meeting, Dan Karnes demonstrated a view of the ridges and hillsides district with the potential buffers. This view provided a striking contrast with the view using the present definition.

After some discussion, it was agreed that 300 foot zone from the centerline of town roads should be added. This zone would be exempt from inclusion in the ridgeline district. Dave Swanz requested providing a 250 ft horizontal view of the buffer so Planning Board members can see the effect of possible alternatives.

Jack Elliott proposed splitting the current district into two, that is, a ridgeline only district, and a separate hillside district. After discussion, it was agreed to bring this forward to the full Board. The purpose would be to keep the ridges as is with no permitted uses at all. The hillside district would allow permitted uses including residences by special exception and site visits by the ZBA. A potential buffer for the hillside district would be 1000 feet horizontal from the ridgeline taken into consideration the 300 feet exclusion. Dan Karnes agreed to try to include this view.

The various views will be presented to the Planning Board meeting of Oct. 14th.
