AD HOC Committee on Ridgeline District Definition – Minutes of 9/27/2004

Dave Swanz opened the meeting at 4:00 PM with Dan Brand, Jack Elliott, and Dan Karnes (Committee members) present. No one else was present.

The task of the committee is to try to improve the definition of the Ridgeline District so as to make it more in line with the stated purpose of maintaining the scenic views of the Town while permitting landowner property rights; reduce ambiguity, and provide a tool for both applicants and administration of regulations.

Using the present definition, Dan Karnes, a GIS professional, demonstrated that very few ridges and hillsides would be protected.

The members then reviewed what some neighboring towns have done, and discussed how to proceed. It was agreed that each ridge needed to be identified, and a buffer delineated
about the each ridge. Two ways of defining the buffer were selected after some discussion. First, the buffer would be defined as 100 feet vertically down from the ridgeline, and second, 500 feet horizontally from the ridgeline.

Dan Karnes agreed to map this approach for the next meeting scheduled for Oct. 8th at 4:30PM.

The meeting was adjourned at 5:15pm.
